The following public members spoke in opposition of the project: <br />Jim McClure <br />Leah DuPont <br />Commissioner Oliver noted that the item had been remanded back to the <br />Commission due to a more thorough review of the environmental issues and <br />moved to approve General Plan Amendment No. 96-04 and Amendment Application <br />No. 96-04. The motion was seconded by Commissioner Segura. <br />Commissioner Nalle moved to continue the projects for two weeks to determine <br />if there are other options for development at the Main Street/Edgewood <br />' property. The motion was seconded by Commissioner Doughty. <br />Commissioner Doughty asked staff what could be developed at the southeast <br />corner. <br />Mr. Klotz responded that staff's recommendation is single family residential. <br />Commissioner Oliver reminded the Commission that the item before them was to <br />review the environmental compliance not the entire project. <br />Ms. Uptegraff stated that the Commission's review could also address other <br />issues involved, but the item was specifically remand to have the Commission <br />review the revised environmental action. <br />AYES: Brown, Oliver, Pedroza, and Segura <br />NOES: Doughty and Nalle <br />ABSENT: Mondo <br />3. ZONING ORDINANCE AMENDMENT NO. 96-03 (Larry Yenglin) <br />Filed by the City of Santa Ana to change the permitted and conditionally <br />permitted uses in the Professional (P) zoning district in the City. <br />LEGAL NOTICED: August 11, 1996 <br />RECOMMENDATION: <br />Recommend that the City Council approve Zoning Ordinance Amendment No. 96-03. <br />Mr. Larry Yenglin, Associate Planner, provided a brief overview and indicated <br />' that the zoning ordinance amendment was also remanded back to the Commission <br />for a more thorough environmental review. <br />Commissioner Doughty asked if the change would expand the uses in the <br />Professional (P) district. <br />Mr. Yenglin indicated that it would allow additional support uses. <br />There were no public comments on the item. <br />Commissioner Nalle moved to approve Zoning Ordinance Amendment No. 96-03. <br />The motion was seconded by Commissioner Segura. <br />AYES: Brown, Na11e, Oliver, Doughty, Pedroza, and Segura <br />NOES: None <br />ABSENT: Mondo <br />4. AMENDMENT APPLICATION NO. 96-08 (Sergio Klotz/Susan Helper) <br />Filed by the City of Santa Ana to rezone properties generally bounded by <br />First, Third, Bush, and Spurgeon Streets from Central Business (C3) to <br />Central Business-Artist Village (C3-A) zoning district. <br />(Continued by the Planning Commission Augvst 12, 1996 to August 26, 1996) <br />LEGAL NOTICED: August 2, 1996 <br />PUBLIC NOTICED: August 2, 1996 <br />RECOMMENDATION: <br />Recommend that the City Council adopt an ordinance approving Amendment <br />Application No. 96-08. <br />Mr. Sergio Klotz, Associate Planner, provided a discussion indicating the <br />background on the current and proposes uses and the boundaries of the <br />proposed zoning. <br />Ma.
