VARIANCE NO. 99-01 <br />Filed by Mr. Rusty Heaps to allow a reduction in parking and landscaping for the Church of Jesus Christ <br />located at 2012 South Flower Street in the Community Commercial (C1) zoning district. <br />LEGALLY NOTICID: April 30, 1999 <br />PUBLICLY NOTICED: April 30, 1999 <br />RECOMMENDATION: <br />1. Adopt a resolution denying Variance No. 99-O1. <br />2. Receive and file the Categorical Exemption for Environmental Review No. 99-14. <br />Mr. Vince Fregoso, Associate Planner, presented the staff report and recommendation. <br />Mr. Rusty Heaps, Pastor of Church of Jesus Christ, described church uses, stated that the church had a <br />small congregation; he had not received any complaints; and the church had been displaced due to the <br />McFadden Avenue realignment. In addition, Mr. Heaps stated that he had sought a location for <br />approximately two years and the south Flower location was the most feasible due to the cost. <br />Mr. John and Ms. Donnelle O'Neill, local restaurant, spoke in opposition to the project and stated that they <br />lived in close proximity to the existing churches and expressed noise and pazking problems due to the <br />number of churches at the location. <br />Motion to: 1) adopt a resolution denying Vaziance No. 99-O1; and 2) receive and file the Categorical <br />Exemption for Environmental Review No. 99-14. <br />MOTION: Richazdsan <br />SECONDED: Doughty <br />AYES: Mondo, Doughty, Solorio, Cribb, and Richardson <br />NOES: None <br />ABSENT: Verino, and Nalle <br />ABSTAINED: None <br />2.
