Shopaing Cart Regulations. <br />Ms. Melanie McCann, Associate Planner, provided an update concerning the shopping cart <br />regulations costs on cart retrieval versus other alternatives. <br />Mr. Desi Reyes, Local Resident, commented that the shopping cart was a big issue in the <br />community. He believed that the issue should be addressed for long-term and that consumers <br />were being hit twice with paying for the problem. In addition, he indicated that a message should <br />be sent to the grocery industry; that he did not see the League of City's making an effort to <br />address issue; he would like something implemented to get attention; and that he would like to <br />see any new shopping center developed address the issue by installing devices to prevent the <br />carts from leaving the area. <br /> <br />Commissioner Richardson commented that the <br />should continue observing alternatives; that the <br />and be more aggressive in retrieving the carts. <br />shopping cart issue was challenging and staff <br />City should continue operating as it is currently; <br />Commissioner Leo requested staff review a conditional use permit process for new developments <br />for the lock-up devices on the carts. Mr. Adams indicated that staff could address locking devices <br />for new developments through the conditional use process. <br />Ms. Julie Stroud, Local Resident, commented that it was important for the shopping carts to be <br />removed from the neighborhoods; and that the residents need the constituients to take the issue <br />to Sacramento for additional support; that the removal of the carts was important to the image of <br />Santa Ana. <br />
