Chapter 3 Findings Regarding Project Alternatives <br />Project. As detailed in the analysis contained in the Final EIR, many of the site locations to the east <br />and west also would result in increased environmental impacts due to an increase in the distance <br />from the existing lift station facility and the need to construct longer lengths of sewer infrastructure <br />as necessary to provide connections between the existing and replacement lift station facilities. <br />Alternative site locations to the south of the South Bristol Street/West Segerstrom Avenue <br />intersection also would require work within the intersection, and would therefore require the <br />implementation of Construction Configuration C.2. In addition, under such an alternative, <br />construction activities would be required to extend across the entire intersection and to the south to <br />the relocated replacement facility, necessitating additional traffic controls affecting both the <br />intersection and the capacity of the roadway segment southerly of the intersection. Based on these <br />considerations, the City finds that an alternative site location to the south would result in increased <br />impacts to transportation/traffic as compared to the Proposed Project. <br />Alternative site locations to the north of the South Bristol Street/West Segerstrom Avenue <br />intersection would avoid the need for construction within the intersection. However, under such an <br />alternative site location, extensive improvements would be required within the right-of-way of South <br />Bristol Street north of the intersection. In order to accommodate appropriate lane transitions during <br />times when construction work is occurring within the right-of-way, Construction Configuration C.2 <br />still would be required to be implemented along with additional lengths of lane closures affecting the <br />capacity of this roadway segment north of the intersection. Accordingly, the City finds that <br />implementation of such an alternative site location would not reduce or avoid the Project's <br />significant and unavoidable impact to the intersection, and would result in an overall increase in the <br />Project's near-term impacts to transportation/traffic. <br />Therefore, the City hereby finds that development of the Proposed Project on alternative site <br />locations would not reduce or avoid the Project's significant and unavoidable impacts to <br />transportation/traffic and could result in increased environmental impacts. For these reasons, <br />alternative site locations are rejected as infeasible. <br />3.4.3.2 Retrofitted Segerstrom Lift Station Alternative <br />Under this alternative, the City would retrofit and upgrade the existing Segerstrom Lift Station <br />facility rather than constructing a replacement facility in another location. <br />The City hereby finds that specific economic, legal, social, technological, or other considerations <br />make the adoption of this alternative infeasible. This alternative would fail to meet several of the <br />Project's basic objectives. Specifically, retrofitting of the existing Segerstrom Lift Station would not <br />allow the City to house electrical equipment above-ground. In addition, retrofitting the existing lift <br />station would require upgrades to existing electrical equipment and installation of additional <br />equipment (e.g., a third stand-by pump) as necessary to provide redundancies in the system; the <br />addition of new equipment would further restrict workable space within the facility, and therefore <br />would not meet the Project's objective to "Provide a lift station facility that provides sufficient access <br />space for maintenance of the lift station facility." Moreover, such an alternative would fail to meet <br />the Project's objective to construct a replacement lift station facility located outside of the public <br />rights-of-way so as to minimize potential safety conflicts between motorists and maintenance <br />personnel. Finally, such an alternative would not achieve the Project's objective to construct a new <br />lift station facility, as this alternative would not involve the construction of a new lift station but <br />rather would involve upgrades to the existing facility. <br />San Lorenzo Lift Station EIR (Project No. 06-3510) 3-6 <br />Findings of Fact/Statement of Overriding Considerati
