GOALS AND OBJECTIVES <br />The goals and objectives have been identified on the basis of the financial resources that are <br />available, the priorities for addressing conditions in the Merged Project Area, and the limit of <br />the five-year period to be covered by the Implementation Plan. The achievement of the <br />Implementation Plan goals and objectives will result in the elimination of blighting conditions in <br />the Merged Project Area and further the attainment of the redevelopment goals and <br />objectives. The means for achieving the goals and objectives of the Implementation Plan are <br />the programs, the specific projects implemented by the programs and expenditures to be <br />undertaken by the Agency over the five-year term. <br />In general, the goals and objectives for the Merged Project Area include, but are not limited to: <br />• Eliminate physical blight. <br />• Create new employment opportunities. <br />• Encourage uniform and consistent land use patterns. <br />• Encourage private commercial/industrial rehabilitation, development, and capital <br />investment. <br />• Implement the City's General Plan. <br />• Encourage highest and best use of available land consistent with the General Plan. <br />• Provide or replace public streets, alleys, parks, sidewalks, sewers, storm drains, traffic <br />signals, lighting systems, and other public facilities and improvements as necessary. <br />• Develop vacant or underutilized industrial land. <br />• Provide for increased sales, business license, and other fees, taxes, and revenues to the <br />City of Santa Ana. <br />• Expand the community's supply of housing, including opportunities for low and <br />moderate income housing. <br />• Comply with the affordable housing requirements imposed by the CRL. <br />Santa 4 rnmunity Redevelopment Agency Inipl rrye i p.Plan July 1, 2C + June 30, 2015 <br />For the ,J Santa Ana Redevelopment Project 91Y8 - 11 Page 18
