No Impact <br />The City's General Plan Land Use Element EIR identifies that there are no areas in <br />Santa Ana that contains Significant Mineral Aggregate Resource Areas. Therefore, <br />approval of the proposed ordinance would not result in adverse impacts to any <br />significant mineral resource. <br />X. NOISE <br />A. Exposure of persons to or generation of noise levels in excess of <br />standards established in local general plan or noise ordinance, or <br />applicable standards of other agencies. <br />B. A substantial permanent increase in ambient noise levels in the project <br />vicinity above levels existing without the project. <br />C. Exposure of persons to or generation of excessive groundborne vibration <br />or groundborne noise levels. <br />D. A substantial temporary or periodic increase in ambient noise levels in the <br />project vicinity above levels existing without project. <br />No Impact <br />Approval of the proposed amendment to the Municipal Code to establish development <br />standards and a permitting process for the installation of telecommunication devices in <br />the public right of way within the City of Santa Ana would not result in any long-term <br />noise or ground borne vibration impacts, in that the proposed ordinance would not <br />involve any activities that would emit long term operation noise impacts or short term <br />construction related noise impacts. Through the conditional use permit process, future <br />telecommunication facilities constructed under the proposed ordinance would be <br />evaluated for any potential noise impacts and would be subject to the City's noise <br />standards. <br />E. For a project located within an airport land use plan or where such a plan <br />has not been adopted, within two miles of a public airport or public use <br />airport, would the project expose people residing or working in the project <br />area to excessive noise levels? <br />No Impact <br />According to the Orange County Airport Environs Land Use Plan portions of Santa Ana <br />are impacted by aircraft noise. Approval of the amendment to the Municipal Code to <br />establish an ordinance for the regulation of telecommunication facilities installed in the <br />City's right of way would not facilitate further development within areas impacted with <br />aircraft noise. <br />XI.
