California <br />Management Partners conducted a service sharing and integration analysis for the cities of <br />Burbank, Glendale and Pasadena. The purpose of the analysis was to ascertain where cost <br />savings could result from integrating or sharing services between the three cities. As part of this <br />work we created a model aimed at developing objective and empirical foundation for choosing <br />priorities for service integration. This model was used to select approximately six high priority <br />strategies for sharing services in risk management and workers compensation, police, fire, <br />information technology, transit and utilities. As a result of this analysis, 16 recommendations <br />were presented. Some are for projects that could move forward in 2011, ranging from modest <br />gains that can set the foundation for additional integration, to significant gains through <br />consolidation. The study <br />examined whether mission critical responsibilities could be delivered on a more streamlined and <br />cost effective basis if the two agencies operated in a more integrated manner. The threshold <br />analysis determined the opportunities were sufficiently compelling to move forward with an <br />implementation analysis and plan to merge the two agencies.
