In fiscal year 2008-09, <br />the SFMEA reached an agreement with the City and County to complete "a transparent and <br />rigorous examination of the issues which make the budget process in San Francisco so <br />challenging" to identify potential solutions. SFMEA selected Management Partners to conduct a <br />review of San Francisco's annual budget process and compare the government's budgeting and <br />financial planning processes with other large municipalities and consolidated city and county <br />governments in the United States. The final report, released in December 2008, was entitled A <br />Call for Policy Based Budgeting in an Era of Diminishing Resources and Expanded Needs. The <br />report recommends a comprehensive reform of the budgeting process. The San Francisco <br />Chronicle called the plan "wide-ranging, comprehensive, nonpartisan and entirely logical". The <br />report provided the basis for a proposed Charter amendment which would create an Office of <br />Management and Budget, with a director serving ten-year terms; mandate a two-year budgetary <br />cycle; and require the city to adopt a five-year financial plan. <br />Client Contact: Ms. Rebecca Rhine, Executive Director <br />870 Market Street, Room 460 <br />San Francisco, CA 94102-3011 <br />415-989-7244 <br />Port of Sacramento <br />Management Partners was retained to provide interim management services to the Port District, <br />which was contemplating bankruptcy. This assignment resulted in a complete restructuring of <br />operations and governance for the Yolo Port District. Management Partners worked with elected <br />officials and executive management with the County of Sacramento, the County of Yolo, the <br />City of Sacramento and the City of West Sacramento to broker an effective compromise that <br />gave the City of West Sacramento more control over port operations and an incentive to see the <br />port prosper.
