<br />AECOM has formed a team of leading professionals

<br />agencies throughout southern California. This section of our
<br />proposal presents the AECOM team and key personnel and
<br />demonstrates our capability to deliver the best value to the
<br />City of Santa Ana.

<br />AECOM has included four specialty subconsultants to assist
<br />on this project. The selection of these subconsultants was
<br />based on our extensive experience working with them, their
<br />proven history of high quality work on similar projects, and
<br />their proven ability to produce and deliver work products that
<br />will meet the City's standards and are completed on time
<br />and within budget. To help the City achieve its participation
<br />goals, we have included two DBE firms on our team. Coast
<br />Surveying is a DBE and Earth Mechanics is a DBE/UDBE.

<br />DBE
<br />Coast Surveying, Inc., a California Corporation, was
<br />founded in 1981 and has over twenty-eight years of surveying,
<br />mapping and right of way engineering experience working
<br />for such governmental agencies as: Caltrans, OCTA, SCRRA,
<br />counties of Orange and Los Angeles, and numerous cities
<br />throughout the area. The firm is a Certified DBE firm and is
<br />financially stable.
<br />Coast Surveying has a long standing relationship with the
<br />City of Santa Ana, providing services as part of an on-call
<br />surveying contract, as well as supporting AECOM on their on-
<br />call engineering services since 2000, delivering over 16 task
<br />order projects.

<br />UDBE
<br />Earth Mechanics, Inc. (EMI) was founded as a California
<br />Corporation in February, 1989. EMI is a geotechnical and
<br />earthquake engineering consulting company. The firm
<br />specializes in site investigation and foundation design
<br />for projects related to transportation and infrastructure
<br />constructions and rehabilitations. The firm is experienced
<br />in providing services to local county and city agencies
<br />and transportation commissions. EMI has offices located
<br />throughout southern California. The headquarters is in
<br />Fountain Valley, Orange County.
<br />EMI has long been supporting AECOM on numerous
<br />transportation projects throughout southern California,
<br />including the First Street Bridge widening for the city of
<br />Santa Ana, as well as three recent grade separations on
<br />Raymond Avenue, city of Fullerton; Monte Vista Avenue,
<br />city of Upland; and State Street/University Avenue in San
<br />Bernardino.
<br />ICF Jones
<br />Stokes Environmental Services
<br />Founded in 1969, ICF International is a local multidisciplinary
<br />environmental consulting firm with a long-standing
<br />reputation of excellence in environmental analyses and
<br />California Environmental Quality Act (CEQA) and National
<br />Environmental Policy Act (NEPA) compliance. As such,
<br />we have a firm understanding of environmental laws and
<br />regulations, and we bring this knowledge to our role on the
<br />AECOM team.
<br />Their staff has worked on numerous southern California
<br />transportation projects relevant to this project, including
<br />the preparation of the environmental documentation for the
<br />Auto Center Drive Grade Separation, Riverside Avenue Grade
<br />Separation, and Streeter Avenue Grade Separation in support
<br />of AECOM.
<br />Right -of -Way Services
<br />Overland, Pacific & Cutler, Inc. (OPC) was established in
<br />1980 to provide professional services for clients with projects
<br />involving land and Right of Way acquisition, relocation
<br />assistance, project planning and property management.
<br />Over the years, the company has developed a reputation
<br />for consistent quality, continues to set the standard for the
<br />professional right of way community.
<br />OPC has provided Right of Way services to hundreds of
<br />clients throughout the United States. OPC has a long standing
<br />working relationship with AECOM, providing right-of-way
<br />services or support on several grade separations, including
<br />Monte Vista Avenue, Raymond Avenue, and Orangethorpe
<br />Avenue.
