0 AECOM <br />growth rates calculated from the RTP model SED, <br />as described above. <br />3. Future yeartraffic volumes will be developed for <br />the four build alternatives described above. <br />4. Opening year traffic volumes will be developed <br />using growth rates calculated from the RTP model <br />SED for an intermediate year, to be determined by <br />the PDT. <br />5. The resulting intersection levels of service will be <br />calculated using Highway Capacity Manual (HCM) <br />2000 analysis methodologies. <br />6. Based on the future levels of service, intersection <br />lane geometrics will be identified to maintain <br />minimum level of service standards. <br />7. The results of the traffic operations analysis will be <br />presented in a technical study. This study will <br />document the level of service analysis <br />methodologies employed, existing traffic <br />conditions, forecast future (opening year and <br />design year) traffic conditions for each alternative, <br />and improvements needed to maintain satisfactory <br />operations in each analysis year. <br />Deliverables: <br />• Traffic Analysis <br />• Traffic Management Plan <br />Task 1.5 Prepare Alternatives Concepts/Geometric <br />Preferred Alternative Development <br />Roadway <br />Preliminary engineering will focus on the physical <br />characteristics of the project area and the engineering <br />features and standards required to develop the project. <br />The alternatives we will develop will need to address <br />cost effective ways to resolve access issues, for both <br />vehicle traffic and rail traffic, to the local businesses. <br />They will also address the potential expansion/changing <br />needs of the SCRRA/OCTA. <br />Deliverables: <br />• Preliminary Roadway Plans, Profile and Typical <br />Sections <br />Railroad <br />Track Design <br />Provide track design plans, draft shoofly layout plans, to <br />include shoofly track geometry plans, mainline track <br />geometry plans, shoofly typical sections, mainline <br />typical sections, track grading plans, and special <br />trackwork plans. <br />Railroad Coordination <br />We will coordinate with the SCRRA/OCTA regarding <br />alternative grade separation study alternatives, <br />including additional trackage, construction activity <br />constraints due to train operations, both freight and <br />passenger trains, clearances, modifications to and <br />reconstruction of a temporary at -grade crossing to <br />facilitate construction of the grade separation. <br />Railroad Permitting <br />We will be responsible for assisting the SCRRA/OCTA in <br />obtaining the Agreement with the SCRRA/OCTA. This will <br />be done by: <br />• Coordinate with the SCRRA/OCTA during the <br />development of the preliminary plan for the <br />grade separation and solicit their input and <br />separation requirements. <br />• Request the SCRRA/OCTA to prepare the <br />Construction and Maintenance Agreement. <br />• Meet and confer with the SCRRA/OCTA <br />regarding the terms and conditions of the <br />Agreement. <br />• Furnish plans and cost estimates to the <br />SCRRA/OCTA for said agreement. <br />• Coordinate with the Project Surveyorfor the <br />legal descriptions for the permanent bridge <br />crossing of the SCRRA/OCTA right of way and <br />the temporary construction easement. <br />• Monitor and coordinate the development of the <br />Agreement with the SCRRA/OCTA and the City. <br />• Keep City updated with regards to the progress <br />of the Agreement development. <br />• Make recommendations to the City regarding <br />the terms of project specific conditions <br />addressed in the Agreement. <br />• With City concurrence, negotiate with the <br />SCRRA/OCTA the terms of project specific <br />conditions. <br />• Coordinate with and provide assistance to the <br />City staff and City attorney regarding the terms <br />of the agreement. <br />• Coordinate the development and approval by <br />the SCRRA/OCTA of shoofly plans. Shoofly <br />plans prepared by AECOM. <br />• Coordinate the development and approval by <br />the SCRRA/OCTA of temporary at grade <br />crossing for the shoofly. <br />Deliverables: <br />• City/Railroad Construction and Maintenance <br />Agreement <br />Proposal for Project Study Report Equivalent and Conceptual Engineering Plans for <br />Santa Ana Boulevard Grade Separation Project <br />
