COOPERATIVE AGREEMENT NO. C-1-2447 <br />1 the appropriate requirements once the appropriate federal funding program is identified pending <br />2 confirmation of project's capital cost. <br />3 C. To be responsible for completing the aforementioned development activities prior to <br />4 requesting entry into Preliminary Engineering from FTA. In the event FTA does not approve entry into <br />s PE, AUTHORITY is not obligated to reimburse CITY for any additional PROJECT costs. <br />6 D. Upon FTA approval to enter into PE, CITY shall be responsible for completing <br />7 activities defined by FTA in EXHIBIT I "NEW STARTS PROJECT PLANNING AND <br />s DEVELOPMENT CHECKLIST OF PROJECT SPONSOR SUBMITTALS TO FTA TO ENTER <br />9 FINAL DESIGN (FD)", attached hereto and incorporated by reference, before requesting entry into <br />10 Final Design (FD). <br />11 E. Preliminary Engineering is defined as completion of 30-50% of the design drawings <br />12 and specifications. At the conclusion of PE, the CITY shall complete documentation that defines the <br />13 required right-of-way acquisition, utility relocation, third party agreements and the preparation of final <br />14 construction plans (including construction management plans), detailed specifications, construction cost <br />15 estimates, and bid documents. The CITY shall prepare the project's final financial plan. The CITY shall <br />16 collect and analyze data needed to prepare the Before and After Study. Specifically, the PE package <br />17 shall include, but is not limited to: <br />18 1. Final Environmental Documentation <br />19 2. Vehicle fleet procurement strategy <br />20 3. 30% design completion including: <br />21 a. Complete alignment drawings <br />22 b. Complete station location drawings <br />23 C. 30% systems drawings including location of traction power substations <br />24 d. Major utility relocation mitigation plan <br />25 e.
