Allocation of WIA Youth Funds PY 11-12 & Navigator MOU Extension <br />June 20, 2011 <br />Page 2 <br />WORKFORCE INVESTMENT BOARD RECOMMENDATION <br />At its regular meeting on June 3, 2011, by a vote of 16:0 (Beasley, Claudio, Conway, de Leon, <br />Elliott, Figueroa, Gebre, Jimenez-Hami, Korthuis, Ray, Ruiz, and Su absent; de la Riva abstained), <br />the Workforce Investment Board: <br />1. Recommended that the City Council approve and authorize the City Manager and Clerk of <br />the Council to execute contracts for Workforce Investment Act Formula Youth funding of the <br />following Youth Program Operators for Program Year (PY) 2011-2012, for a total of <br />$668,000, for the period of July 1, 2011 through June 30, 2012: <br />a. Taller San Jose $150,000 <br />b. Santa Ana Public Library $150,000 <br />C. Orange County Conservation Corps $218,000 <br />d. Orange County Children's Therapeutic Arts Center $150,000 <br />By a separate vote of 15:0 (Beasley, Claudio, Conway, de Leon, Elliott, Figueroa, Gebre, Jimenez- <br />Hami, Korthuis, Maldonado, Ray, Ruiz, and Su absent; de la Riva abstained), the Workforce <br />Investment Board: <br />2. Recommended the term extension of the Memorandum of Understanding with the Santa <br />Ana WORK Center for the Youth Service Provider Navigator service to June 30, 2012 and <br />allocate funding in the amount of $317,745 from PY 2011-12 funds. <br />DISCUSSION <br />Under the Workforce Investment Act (WIA), the Santa Ana Workforce Investment Board (WIB) and <br />its Youth Council are required to procure and make funding recommendations in order to provide <br />WIA services to local qualified at-risk youth. On January 14, 2011, the Santa Ana WIB authorized <br />the Youth Council to release a Request for Proposal (RFP) seeking providers of youth services for <br />the period of July 1, 2011 through June 30, 2012 utilizing Program Year 2011-12 WIA youth funds. <br />On February 24, 2011, the RFP was released to the public with fourteen agencies submitting <br />proposals for consideration. On April 28, 2011, the RFP Review Committee, comprised of four <br />Youth Council members, reviewed the proposals and finalized recommendations to fund four youth <br />service providers. The requests are reflected in the recommended action (Exhibit 1-A and Exhibit <br />1-B). These funding recommendations take into account the WIA requirement to ensure at least <br />thirty percent of the youth funds are spent on Out-of-School Youth and the Youth Council's <br />commitment to serve the neediest youth as outlined by the Department of Labor's "New Services <br />under the Workforce Investment Act." These recommendations are the first steps needed to <br />ensure that at least eighty percent of the funds are obligated each year, as required by the Act. <br />25C-2
