�gcJlln i`Lili.n•Yf �J Ln. <br />Paragon Quality System <br />The Paragon Quality System is designed to achieve continuous improvement and Quality Goals on each of <br />the firm's projects. Implementation of the Quality System will control project costs by minimizing re -work <br />and omissions. The elements of the system are detailed in the Paragon Quality Manual and meet; <br />• Applicable laws, guidelines, and licensing requirements <br />• Prevailing industry standards <br />• Contract requirements <br />• Client quality expectations <br />The Paragon Quality System is composed of the Quality Assurance Program (QAP), Quality Control <br />Program (QCP), and Quality Improvement Program (QIP). A project specific Quality Control Plan is <br />prepared for each project. The Quality Control Plan will include sample forms and checklists to be used by <br />the project team throughout progress of the work. <br />As an integral part of the Paragon Corporate Quality Assurance /Quality Control Program and to assure <br />uniformity in training, knowledge, and job skills of all Paragon employees involved in providing acquisition <br />and relocation assistance to public sector clients, Paragon initiated an in -house education and training <br />program. The 40 -hour course, developed and conducted by William Von Klug, SR/WA, R/W -RAC, a <br />certified instructor for the Internatlonal Right of Way Association, is mandatory for all employees working on <br />public projects. The course includes a detailed analysis and comparison of Federal and California <br />appraisal, acquisition, and relocation requirements. Paragon also offers employees assistance with <br />ongoing Project Management, IRWA and other industry courses. <br />Cost Control <br />Paragon will maintain cost - tracking reports that identify budgeted or estimated costs versus actual costs <br />expended in order to monitor the project budget.
