GTSI-11-13308 0.0 <br />developed in close coordination between the GTSI Project Manager (PM) and the SPA Primary <br />Point of Contact (POC) upon successful completion of a fully executed contract and the issuance <br />of a notice -to -proceed. The PMP will be presented and discussed at a Kick -Off Meeting with the <br />SPA Project Team within twenty (20) work days after contract signing. The Kick -Off meeting <br />will address: <br />• The SPA's overall vision of the project <br />• The validation of proposed schedules, tasks, milestones and deliverables as outlined in <br />the draft Project Management Plan <br />• The process for scheduling stakeholder meetings, as needed or required <br />• The pre -scheduling of Bi -Weekly Status Meetings <br />• The process for the collection of all relevant master plans, studies, needs evaluations, <br />prior reports, memos, letters, surveys, FCC documents/licenses, presentation materials <br />and other information as may be required or deemed relevant <br />• The PMP and approval/acceptance <br />• The GTSI Team will document, publish and maintain the minutes for all project team <br />meetings and make them available as electronic copies to meeting participants. <br />Upon conclusion of the Project Management Plan and for the duration of the project, project <br />status meetings will be conducted on a bi-monthly (twice per month) or on an as needed and <br />agreed upon basis on the calendar days agreed to at the Project Kick -Off meeting. These status <br />meetings will occur with the SPA Primary POC and will include discussion of the project's <br />overall status, the project schedule, any known or anticipated schedule issues, project risks, <br />financial status and action items. Project Status Reports will document these meetings and can be <br />distributed to the SPA's Project Team to ensure they remain informed of the progress of the <br />project. <br />The completion of the Kick -Off Meeting and delivery and acceptance of the SPA III Project <br />Management Plan will complete Deliverable 1 - Project Management Plan. <br />2.3 SPA Executive Coordinator <br />The CaISIEC SPA has identified a requirement for an Executive Coordinator function/service to <br />manage the day-to-day issues/operations for the SPA. The SPA Charter identifies within the <br />governance structure of the SPA an Executive Coordinator function that will provide support to <br />the Chairman of the SPA Steering Committee, the Steering Committee and the various other <br />Work Groups within the SPA structure. The Charter further defines the responsibilities <br />associated with that function. <br />The need is driven by understanding the reality that SPA leadership positions are filled <br />voluntarily by SPA members employed in full time public safety positions and that their work <br />load and time constraints don't allow for the amount of dedicated effort needed to implement and <br />manage initiatives across the SPA. The SPA's efforts to carry out its role of regional <br />coordination and management of public safety communications interoperability continues to <br />increase. The geographical size of the SPA, the number of counties and political subdivisions, <br />the number and complexity of the communications systems and the mandates imposed on the <br />-4- <br />GTSI Confidential and Proprietary.
