GTSI-11-13308 0.0 <br />SPA to assess and improve communications interoperability by the NECP, the Ca1SCIP and <br />CaISIEC contribute to the need for full time support. To remain effective in this effort the SPA <br />needs full time access to resources dedicated to its administration. In order for the SPA <br />Executive Coordinator to be effective in carrying the SPA forward toward its goals of improved <br />communications interoperability, both the SPA Steering Committee and membership at -large <br />must thoroughly understand the complexity of the service to be provided. The services provided <br />will cover a wide range of knowledge, skills and abilities that will require more than a single <br />individuals skill set. <br />For this reason, the services of a professional consulting organization capable of drawing on a <br />broad range of skills and experience will be best suited to provide the Executive Coordination <br />skill set. The needed services will be coordinated through an individual identified as the SPA <br />Executive Coordinator, who will draw upon additional resources within his/her supporting <br />corporation when additional knowledge, skills and abilities are needed. <br />The coordination provided through the Executive Coordinator is to be an executive support <br />service that will work under the direction of the SPA Chairperson and Steering Committee. The <br />following services will be provided: <br />• Management of day-to-day operations and issues of the SPA with responsibility for the <br />administration of all files, schedules, agendas, meeting minutes, documents and <br />maintaining other pertinent records and documents <br />• Administration of the activities of the SPA Governing Body, provide oversight for the <br />initiatives outlined in the CaISCIP and the SPA Strategic Plan <br />• Representation of the SPA at jurisdictional meetings and at California Emergency <br />Management Agency (Cal EMA), CaISIEC, and other SPA related meetings as required, <br />and as may be designated to represent the SPA Chair/Steering Committee <br />• Providing an interface with federal and state officials, department heads, public safety <br />executives and liaison with local governments, agencies, individuals, community <br />organizations and businesses on behalf of the Steering Committee Chair <br />• Filling the function of Interoperability Coordination Office for the SPA to coordinate <br />initiatives, communicate information and facilitate discussions on interoperability efforts <br />among the SPA's Steering and Planning Committees, Operational Areas, jurisdictions, <br />agencies and state representatives <br />• Implementation of directives from CalSIEC regarding the coordination and management <br />of the interoperable spectrum <br />• Monitoring of state or local initiatives to reflect achievements or future endeavors and <br />travel to the Operational Areas in order to develop and maintain the working <br />relationships necessary for effective SPA operations and brief the status to the SPA <br />Chairperson, the Steering Committee and Working Groups <br />• Implementation of a website for the SPA for the purpose of information sharing, <br />archiving of documents and grant processing; this site can be secure, password protected, <br />for inclusion of documents and grant applications or reimbursement requests; as well as a <br />library for resource documents or agreements such as MOD's, JPA's, etc. <br />-5- <br />GTSI Confidential and Proprietary.
