GTSI-11-13308 0.0 <br />• Monitoring SPA compliance with the Standardized Emergency Management System <br />(SEMS), the National Incident Management System (NIMS) and the National Response <br />Framework (NRF) for reporting to Cal EMA <br />• Performing a variety of duties in researching available Federal, State, corporate and <br />private foundation grants; and facilitate the development of proposals and <br />recommendations to obtain government and private funding <br />• Assisting the Grant Administrator in compiling and collecting documents and reports for <br />grant applications and disbursement; this function does not in any way assume the <br />responsibilities of the Grant Administrator <br />• Additionally the Executive Coordination service will: <br />o Maintain a database of MOU's, MOA's, JPA's, Mutual Aid Agreements and <br />other agreements within the SPA and Operational Areas <br />o Coordinate various governmental initiatives related to public safety <br />interoperability communications <br />o Assist Operational Area's with TICP/CASM Updates <br />o Facilitate planning, coordination and support for SPA training and exercises <br />o Maintain inventory of voice and data systems <br />In support of the SPA, the GTSI Team will provide a fulltime equivalent to serve as the <br />Executive Coordinator with access to the necessary administrative support and technical services <br />as required, to provide the blend of skills and resources required in support of the SPA. The total <br />deliverable price will include the cost of travel, mileage, communications, printing cost and other <br />minor costs associated with support of the Executive Administrator. The service will be provided <br />for a period of 24 months or the life of the grant funding, whichever is less, from the date of <br />contract signing. <br />The GTSI Team will provide Full Time Equivalent To Fulfill the SPA Executive Coordinator <br />Position as Deliverable 2. <br />2.4 IFOG Development <br />A previous contract provided for the development of Operational Area Interoperability Field <br />Operations Guides (IFOGs) and for the printing of a quantity of IFOGs for each of the eleven <br />Operational Areas within the Southern Planning Area based on their size; however, available <br />funds limited the inclusion of communications interoperability information for those Operational <br />Areas having several cities with a population of over 100,000 to those cities with a population of <br />greater than 100,000. <br />This project will complete the Operational Area IFOGs by including those cities within each <br />Operational Area with a population of less than 100,000. It will provide for the communications <br />interoperability information for an additional one hundred and fifty four cities (154) across the <br />SPA and will provide printed inserts (updates) to the previously printed copies which were <br />completed under the previous contract. Every city in each Operational Area will now be included <br />in the respective IFOGs for each Operational Area. At the request of the San Diego Operational <br />Area, the Field Radio Operations Guide will be updated in place of their IFOG. Any future <br />GTS! Confidential and Proprietary.
