GTSI-11-13308 0.0 <br />2.5 Communications Interoperability Training <br />Goal 4 of the CaISIEC SPA Strategic Plan states that "... the SPA will ensure that regular <br />interoperable communications training and exercise opportunities are coordinated regionally <br />among public safety practitioners... " In order to support that goal, the SPA developed a series of <br />seven (7) multi-level/multi-discipline communications interoperability training courses focused <br />on ensuring continuity and standardization of course content and improving communications <br />interoperability knowledge across the entire SPA. The implementation of the communications <br />interoperability training courses across the SPA is critical to the execution of the Strategic plan <br />and to improving communications interoperability. <br />In order to develop a "pool" of qualified instructors, an instructor certification course was <br />developed to "train -the -trainers". The communications interoperability instructor training will <br />be a critical step in helping the SPA ensure that qualified instructors are available to support <br />meaningful training and to meet the training and exercise goals and objectives for the SPA and <br />the respective Operational Areas. The GTSI Team will provide initial communications <br />interoperability and instructor certification training to establish a SPA wide training program. <br />Our Project Team will work closely with the SPA and Urban/Operational Area stakeholders and <br />will conduct training on the specific courses developed within SPA II. The GTSI Team's <br />experienced and professional staff will facilitate a collaborative and cohesive training schedule <br />that includes administering each of the courses identified below. <br />• Law Enforcement Communications Interoperability Field User Course <br />• Law Enforcement Communications Interoperability Dispatch Course <br />• Fire/EMS Communications Interoperability Field User Course <br />• Fire/EMS Communications Interoperability Dispatch Course <br />• Non -Public Safety Communications Interoperability Course <br />• Advanced Communications Interoperability Course <br />• Communications Interoperability Instructor Certification Course <br />In coordination with the SPA and its membership, the GTSI Team will develop a training <br />schedule for delivery of the courses on a regional basis in order to reduce travel time and cost to <br />the SPA stakeholders participating in the training. Each of the courses was developed to allow <br />for a certain amount of customization to reflect the actual communications systems in use within <br />each Operational Area and region. The GTSI Team will ensure that courses reflect the <br />communications systems make-up of each region so that students can relate communications <br />interoperability information to their respective areas. <br />The delivery of the training schedule and courses as identified in the table below will complete <br />Deliverables 4 through 11. <br />2.6 NECP Goal 2 Compliance <br />Goal 2 of the NECP requires that "... by 2011, 75 percent of non- UASI jurisdictions are able to <br />demonstrate response -level emergency communications within I hour for routine events <br />involving multiple jurisdictions and agencies... " Further, response -level emergency <br />GTSI Confidential and Proprietary.
