GTSI-11-13308 0.0 <br />communications, as defined by the NECP, refers to "... the capacity of individuals with primary <br />operational leadership responsibility to manage resources and make timely decisions during an <br />incident involving multiple agencies, without technical or procedural communications <br />impediments. Key aspects of effective response level communications include the ability of the <br />individual serving in the role of Incident Command System (ICS) Operations Chief to: <br />• Communicate with the Incident Commander (IC) or Unified Command (UC) in order to <br />manage resources and make timely decisions within one hour of when the first report of <br />the incident was received by a public entity <br />• Communicate similarly with first -level subordinates, which includes the operational <br />leadership of multiple agencies, within one hour of the first report ... " <br />The U.S. Department of Homeland Security (USDHS) Office of Emergency Communications <br />(OEC) defines "non-UASI" jurisdictions as counties and further requires both capabilities as well <br />as performance based reporting on the status of communications interoperability. Therefore, in <br />order to support the reporting requirements of the CaISCIP and to meet the requirements of <br />NECP Goal 2, both capabilities (based on the SAFECOM Interoperability Continuum) and <br />performance (response -level incident data) information must be collected from each county and <br />submitted to the California Communications Interoperability Coordinator (CICO) for review, <br />approval and inclusion in the SCIP Implementation Report to the USDHS. <br />2.6.1 Task 1 <br />For each Operational Area/County within the SPA, the GTSI Team will complete a Capabilities <br />Report based on the Counties attainment along each lane of the Interoperability Continuum. The <br />information will be gathered through interviews with the key leadership within each county and <br />completed utilizing the NECP Capabilities Assessment Guide template and other tools available <br />to the GTSI Team. The report will focus on: <br />• Governance <br />• SOPs <br />• Technology <br />• Training and Exercises <br />• Usage <br />Once completed the Operational Area/County Capabilities Report will be approved by each <br />County and the SPA and then submitted on behalf of the SPA via either a Web -Based reporting <br />tool or E Mail. <br />2.6.2 Task 2 <br />For each Operational Area/County within the SPA, the GTSI Team will complete a Performance <br />Report, utilizing response level performance criteria as outlined in NECP Response -Level <br />Emergency Communications templates. Each county will be measured against their <br />demonstration of response -level emergency communications during exercises, planned events or <br />real world incidents with the focus on three main areas: <br />• Common Policies and Procedures <br />NNE <br />GTSI Confidential and Proprietary.
