GTSI-11-13308 0.0 <br />• Leadership Roles and Responsibilities <br />• Quality and Continuity of Communications <br />The response must involve responders from different jurisdictions and agencies. Planned events <br />are previously scheduled and should be utilized to reduce the cost and impact on resources and to <br />minimize the burden placed upon the Operational Area. Examples of potential planned events <br />include, but are not limited to: <br />• Sporting Events <br />• Conventions <br />• Parades <br />• Marathons <br />• Public Celebrations <br />The GTSI Team will work with each county to coordinate and facilitate the observance of <br />communications interoperability in a suitable planned event that will satisfy the spirit and intent <br />of the requirement, as outlined in NECP Goal 2, for response level communications. When <br />selecting an event for observation, the GTSI Team will ensure that the event meets the following <br />selection criteria: <br />• Involves multiple jurisdictions and responder disciplines <br />• Involves participation of major jurisdictions within the defined Operational Area <br />• Managed under a National Incident Management System (NIMS)-compliant ICS <br />The GTSI Team will observe and provide the Operational Areas a Communications <br />Interoperability After -Action Report/Improvement Plan for each engagement utilizing the NECP <br />Capabilities Assessment Guide and templates provided in December 2010 NECP assessment <br />guidance. <br />During the development of the CaISIEC SPA Strategic Plan, a baseline for the current status of <br />communications interoperability within the SPA was developed; as it was important in <br />developing goals and objectives for future improvement in communications interoperability <br />within the SPA. A current assessment of communications interoperability for the Operational <br />Areas within the SPA was not available and, in order to establish a baseline, 2006 UASI self <br />assessments and self assessments conducted in 2006 for purposes of the Ca1SCIP were utilized. <br />The GTSI Team's familiarity with the Operational Areas and their organizations and agencies <br />also provided valuable information in the development of the baseline. Out of the two hundred <br />and twenty three agencies requested to respond from within the SPA, only eighty five had <br />responded. While the use of the UASI and CaISCIP self—assessments provided a useful <br />benchmark for future improvement, more current information would have been highly useful and <br />beneficial. This deliverable would also provide for the assessment of the current communications <br />interoperability within the SPA from the operational perspective and would establish a <br />statistically sound baseline from which future goals and objectives could be measured. <br />Once the evaluation is completed, the GTSI Team will review the results with each County and, <br />with their concurrence, submit the NECP Goal 2 Capabilities and Performance Report to the <br />GTSI Confidential and Proprietary.
