There is also <br />a need to utilize this information as part of the establishment of a Communications <br />Interoperability baseline for the Ca1SIEC SPA Strategic Plan; therefore, the GTSI Team will <br />publish a report presenting aggregated SPA wide findings summarizing the demonstration results <br />at the SPA level. The report will also be suitable for forwarding to CalSIEC to meet the reporting <br />requirements of the CaISCIP. <br />Completion of the task identified above for each Operational Area and the delivery of the - SPA <br />Response -Level Emergency Communications Report will complete Deliverables 13 through 23. <br />This deliverable should be completed and reports delivered to the CICO no later than 31 August <br />2011 in order to meet the CalSIEC reporting requirements. <br />2.7 Narrowband Evaluation Report <br />Multiple agencies within the SPA have communications assets that will be affected by the FCC <br />ruling requiring the narrow -banding of all channels below 500 MHz. It is important from a <br />communications interoperability perspective for the SPA, as well as the California EMA and <br />adjacent states, such as Nevada and Arizona, to understand the current and future status of <br />narrow -banding activities within the region and how it could potentially impact the ability for <br />agencies within the SPA to interoperate via radio communications. The networks operating on <br />VHF and UHF frequencies require narrowbanding operation by January 1, 2013, per the FCC <br />Report & Order. Currently, within the SPA the California EMA channels (National Channels) <br />and associated local licensed mutual aid channels are affected by the FCC narrowbanding <br />mandate. There are approximately 30 channels and approximately 100 radio networks operating <br />on these affected channels within the SPA which will require modification. Information <br />concerning which radio networks used by first -responders for mutual aid response is being <br />impacted by the FCC narrowbanding mandate and knowing the modification status of these <br />networks will greatly assist the SPA in defining the overall impact to the various Operational <br />Areas, municipalities, agencies and departments. Narrowbanding will impact day-to-day <br />communications and could seriously impact communications interoperability in the event of a <br />major terrorist event of natural disaster. Additionally, knowing the narrowbanding status of <br />these first -responder radio networks will provide the SPA the capability to facilitate planning and <br />development of mitigation plans as these networks are fully upgraded over the course of time. <br />Previous contracts provided for the development/update of Tactical Interoperable <br />Communications Plans (TIC Plans), the development of Operational Area Interoperability Field <br />Operations Guides (IFOGs) and the update to CASM data. The associated TIC Plans, IFOG <br />information, CASM data and the FCC database information will be utilized to develop a <br />qualified listing of affected systems and channels within the SPA. The GTSI Team will develop <br />a Narrowband Evaluation Report which will include the following information: <br />• Point of Contact for each affected radio network <br />• Listing by Operational Area/ county, city and discipline of all affected systems/channels <br />• Listing of all affected radio networks by county, OA, city and discipline/first-responder <br />• Narrowbanding Plans of the licensee or radio user <br />• Listing of all narrowband planning completion schedules <br />EM <br />GTSI Confidential and Proprietary.
