Yours. <br />GTSI-11-13308 0.0 <br />2.7.5 Task 5 <br />The GTSI Team will compile a list of all of the completion schedule dates for each of the <br />narrowband plans into an overall graphic schedule and tabular format for review and comments. <br />2.7.6 Task 6 <br />The GTSI Team will develop an overall impact statement based upon the compiled information. <br />The Narrowband Evaluation Report will provide the SPA Executive Committee with the current <br />status of narrowbanding within the respective Operational Areas. <br />The completion of Tasks 1 through 6 above will complete Deliverable 24. <br />2.8 Narrowband Technical Support <br />The narrowbanding activity within the SPA has the potential to impact communications <br />interoperability throughout the SPA. The FCC Third -Report and Order stated that if <br />narrowbanding is not completed systems can be ordered to cease functioning or be fined for non- <br />compliance. It is necessary that the SPA be aware of the narrowbanding efforts that have the <br />potential to impact interoperability. It is therefore necessary to carefully orchestrate the <br />narrowbanding process to ensure that at no time will there be significant gaps in the ability of <br />Operational Areas within the SPA to interoperate. If there are significant gaps the SPA <br />membership should be aware of them and have a means to help mitigate those gaps in the interim <br />while action is being taken on implementation. This SOW will provide a mechanism for <br />providing technical narrowband support for those operational areas that require assistance in <br />narrowbanding but might not have the appropriate technical staff to assign to this type of project. <br />Generally the narrowband support provided would include assistance with solutions, cost <br />estimates, maintaining a matrix of narrowband status, and assistance with general FCC and <br />engineering tasks. With the importance of narrow -banding and the possible effects to the overall <br />communications interoperability within the SPA it is important to have technical assistance <br />available to the SPA membership on an as needed basis to support narrowband support activities <br />in the areas of: <br />• Engineering <br />o Verify upgrade capability of existing equipment <br />o Analyze base -line system performance (technical information provided by <br />licensee) <br />o Analyze new system performance (technical information provided by licensee) <br />o Review of FCC license modification data (Technical information provided by <br />licensee) <br />o System propagation analysis (single site reference) <br />• Project support <br />o Review narrowband project plan (plan to be provided by licensee) <br />o Review project plan estimated costs (plan to be provided by licensee) <br />o Available contact for discussion relating to any narrowbanding topic <br />- 14- <br />GTSI Confidential and Proprietary.
