GTSI-11-13308 0.0 <br />Offered below are several examples where Technical Engineering support could provide <br />valuable assistance to organizations within the SPA. <br />Within the Engineering tasks, the GTSI Team understands that the verification of the upgrade <br />capability of existing equipment can be a difficult process and the ability to speak directly with <br />the engineering community of a specific vendor's company can be valuable. Additionally, in <br />some instances, a suitable work around can be discovered that can save potential dollars. By <br />providing assistance in analyzing base -line system performance, the organization planning the <br />narrowbanding will have established a firm base -line for comparison after narrowbanding is <br />completed. The base -lining of the current system performance is critical for all who plan to <br />narrowband. By analyzing new system performance against the original baseline information the <br />new system performance measurements and any deficiencies are identified sooner rather than <br />later. This is important because faulty performance parameters are uncovered before system <br />commissioning and before any events are triggered that require the use of the system. This is <br />especially important should there be a large scale incident and the new system does not perform <br />as required. With proper system analysis, this situation can be avoided. <br />A review of FCC license information is another critical and often complex activity that is <br />required with any narrowbanding project. FCC license information can often be misinterpreted <br />and the GTSI Team would assist the Operational Areas with review of the modification requests <br />that will need to be carried out on all FCC licenses requiring narrowbanding. However, it is <br />extremely important to modify only those radio channels that will be narrowbanded. In the past <br />the GTSI Team has experienced situations where multiple channels on an FCC license also <br />include wide -band channels that will not need modification, but the licensee is not aware that <br />requesting a narrowbanding modification on "the license" affects all channels listed on the <br />license, this pitfall needs to be avoided and is the reason why this task is included within this <br />proposal. <br />A useful and necessary task within the narrowbanding activities is the ability to produce accurate <br />single site references for radio signal propagation. Within the engineering tasks it is therefore <br />recommended within this SOW that support be offered to run propagation analysis for single site <br />reference. This capability is extended because the tool that is used by the GTSI Team is state-of- <br />the-art and vastly surpasses in quality any propagation tool that is typically available in the <br />market place. The only propagation analysis that provides higher confidence levels are tools used <br />by the manufactures of LMR systems themselves. <br />Within the area of Project Support three services are offered, again, all critical to the successful <br />implementation of a narrowbanding project. <br />• First is the assistance with review of the narrowbanding plan. This plan as mentioned <br />earlier can impact a significant region of the SPA and should be carefully coordinated <br />with other agencies impacted by the narrowbanding. With the ability of the GTSI Team <br />to supply this support, we maintain a "high-level" view of narrowbanding and can <br />quickly identify risks for project overlap or significant gaps. <br />-15- <br />GTSI Confidential and Proprietary.
