GTSI-11-13308 0.0 <br />• Assisting Operational Areas with a review of the project plans and estimated costs is an <br />important task. The combined experience of the GTSI Team can provide cost estimating <br />that can often be achieved to within a f5%. The cost estimates would significantly <br />benefit decision makers who approve the budget expenditures, especially as they support <br />narrowbanding efforts. <br />• Cost savings can also be discovered when reviewing project plans and this provides <br />another benefit to the organization undertaking a narrowbanding project. <br />The ability for any operational area to access technical support and subject matter experts on <br />Land Mobile Radio and associated narrowbanding issues is beneficial to the SPA as a whole. <br />Those Operational Areas that do not have sufficient staff for such a project can leverage this <br />resource and utilize the GTSI Team for topic research, vendor outreach, or a number of other <br />activities that will require support as required throughout the SPA. <br />The GTSI Team will provide a full -time -equivalent Subject Matter Expert (SME) for the <br />purposes of assisting with narrow -banding needs within the SPA. <br />2.9 Update Tactical Interoperable Communications Plans (TIC <br />Plans) <br />The TIC Plans for all of the UASI Regions and the Operational Areas within the SPA were <br />developed or updated during Calendar Year 2010; however, the subsequent implementation of <br />new systems, normal changes in local information and the FCC mandated narrowbanding of all <br />land mobile radio systems operating under 500 MHz by 1 January 2013 will significantly change <br />the information in the current TICP's. Additionally, the US DHS guidance recommends that the <br />TIC Plans be updated annually. <br />The GTSI Team will coordinate the update to all UASI Regions and Operational Areas and <br />provide updated TIC Plans in accordance with the following tasks. <br />2.9.1 Task 1 <br />The GTSI Team will conduct a kick-off meeting with each UASI Region and Operational Area <br />in order to introduce team members, gain approval/acceptance of the overall project, define the <br />scope of the project, define and gain acceptance of the information/data gathering processes, the <br />need for follow-on meetings and gather information that may impact on the update of the TIC <br />Plans. This task initiates the TIC Plan update process. <br />2.9.2 Task 2 <br />The GTSI Team will review the following documentation in order to determine gaps or <br />disparities between the current TIC Plans and current versions of Federal, State and local <br />documents: <br />• Current TICPs <br />-16- <br />GTSI Confidential and Proprietary.
