~.; City of Santa Ana <br />to the Clerk of Authority in accordance with the required format and in the manner prescribed herein <br />by the Submission Due Date. <br />A signed original bid proposal plus five (5) copies and one electronic copy on a CD or flash drive of <br />the proposal must be received by the Clerk of the Authority no later than 3:OOP.M. on Monday, July <br />9, 2012 for public opening. Proposers are strongly encouraged to submit their bid proposals in <br />advance of the due date to avoid the possibility of missing the 3:00 P.M deadline due to unforeseen <br />circumstances. Proposers assume the risk of the methods of dispatch chosen. City of Santa Ana or <br />OCFA assumes no responsibility for any delays whatsoever caused by any courier, delivery, or <br />messenger service. Bid proposals must be date and time stamped by the Clerk of the Authority on time <br />by the 3:OOP.M. Submission Due Date in order to be considered. Additional time will not be granted to <br />any single Proposer; however, additional time may be granted to all Proposers when, at its sole <br />discretion, the City of Santa Ana or OCFA determines that circumstances require additional <br />submission time. Bid proposals sent to OCFA via U.S. Mail, Fax, or E-mail will NOT be accepted. <br />No amendments, additions, deletions, or alterations to submitted bid proposals will be accepted by the <br />Clerk of the Authority after the Submission Due Date. Bid proposals received after 3:00 P.M. on the <br />Submission Due Date will be returned unopened. <br />2.3.2 Bid Proposal Submission Instructions: Required Format <br />All bid proposals must be submitted in accordance with the following requirements: <br />A. Proposal Binders: All bid proposals must be submitted in three-ring binders, which are not larger <br />than twelve inches by twelve inches (12"x12"); <br />B. Original + Copies: The original signed bid proposal shall be clearly marked "ORIGINAL" and <br />five (5) copies and one electronic of the bid proposal, including any attachments, must be sent <br />under seal to the OCFA Clerk of Authority by the Submission Due Date and time; <br />C. Early Bids: Bid proposals received by OCFA prior to the Submission Due Date will be date and <br />time stamped and secured by the Clerk of the Authority; <br />D. Title Pave: All bid proposals must be clearly marked on the outside binder cover with a title page <br />containing the following information: <br />i.
