<br />personnel and training - continued <br /> <br />(C) Primary Personnel <br /> <br />Care Ambulance proposes to assign the following individuals to the City of Santa Ana EMS Emergency <br />Transportation Services program. A summary of each person's current position, job duties and responsibilities, <br />and years of employment is provided below, with detailed resumes provided as an Attachment to this section <br />of our proposal. <br /> <br /> <br />Rick Richardson, Chief Executive Officer <br />Rick Richardson, Chief Executive Officer, has been employed at Care Ambulance Service, <br />Inc., since 1979. Rick directs all business and financial operations of Care Ambulance. <br />Rick was bom and raised in Orange County. Rick has served as the President of the <br />Ambulance Association of Orange County and has participated as a committee member <br />on the Emergency Medical Services Agency's Emergency Medical Care Committee and <br />Weapons of Mass Destruction Task Group. <br /> <br />Rick's financial leadership at Care has led to the development of a comprehensive growth strategy that <br />has seen the company through thoughtful expansion spanning more than a decade. He has implemented <br />a business office management system that ensures a billing and collection process that helps our patients <br />maximize their MediCare and other healthcare benefits and limit out-of-pocket EMS expenses. <br /> <br />Rick has participated at all levels of Care Ambulance operations. His leadership ability has grown out of his <br />exposure to all aspects of our business. He has worked as an EMT and dispatcher. Rick truly understands <br />that this is a twenty-four (24) hour, seven (7) day per week business. <br /> <br /> <br />Bill Weston, Director of Operations <br />Bill Weston, Director of Operations, is responsible for the daily operations of Care <br />Ambulance. Bill has worked for Care Ambulance Service for I 5 years. He began his EMS <br />career as an EMT and has responsibilities for field operations, training, EMT hiring and risk <br />management. <br /> <br />Bill directs and coordinates all activities of Care's ambulance operations to optimize <br />use of equipment. facilities and personnel. Bill frequently acts as Care's representative before govemment <br />commissions or regulatory bodies as it relates to ambulance operations and is the current President of the <br />Ambulance Association of Orange County. <br /> <br />Bill has a Bachelor of Science Degree and a Masters Degree in Business Administration from the University <br />of Phoenix. Bill also has a Designated Subjects Teaching Credential from Califomia State University, Long <br />Beach and is a current EMT educator. <br /> <br />22 <br />
