Scinto, <br />Francine Scinto, Orange County Associates <br />Daniel Oh, representative of 2001 East First Street office building in the Park Center, <br />Alma Jaimes <br />Victor Domines, 17632 Irvine Boulevard, Tustin <br />Michelle Hernandez, CBRE <br />Ian Schroeder, Senior Vice President, Colliers International <br />Peter Hersch, Cox Castle Nicholson, Planning and Land Use Specialist <br />Tim Paone, Cox Castle Nicholson <br />John Rix, Architect <br />Barzeen Soroudi <br />The public hearing was opened. <br />' Public speakers: <br />Daniel Scinto expressed concerns that development does not meet the standards <br />contained in the Metro East Mixed Use Overlay Zone; stated that project should <br />have a larger retail component. <br />Gabrielle Yacoob, expressed opposition to the project due to the architecture's lack <br />of integration into the area. Suggested an art piece along the parking structure <br />adjacent to 1ST Street. <br />Steve Harrison, commercial broker, stated that the project did not have enough <br />ground-floor retail space to stimulate pedestrian activity. <br />Francine Scinto, VP of OC Associates, commented that the eastern units will have <br />noise and air quality impacts; that the architecture does not fit with other buildings in <br />the area; that the project should have more amenities like high-end resort type <br />apartments, such as the Irvine Spectrum. <br />Tolley Reyes, area employee, commented that the units on the eastern access road <br />should be removed to allow for more retail parking and landscaping. <br />' Michael Pratt, resident/business owner, expressed general support for the Metro <br />East concepts, but thought project could still improve. <br />Alison Sansone, Property Manager at Xerox Center, expressed support for the <br />development, recommended consideration of proportional residential and retail for <br />the project. <br />Planning Commission Minutes Page 3 of 7 August 26, 2013 <br />
