Agreements for On -Call Right -of -Way Specialty Services <br />February 4, 2014 <br />Page 2 <br />These services will be utilized as needed to appraise, acquire, and manage real property <br />required for projects in the City's Capital Improvement Program, including the Warner and Grand <br />Avenue widening projects. The Capital Improvement Programs adopted in the last five budget <br />years included an average of $11.6 million in right -of -way funding per year. Additionally, the City <br />recently applied for $31.9 million in Measure M2 right -of -way funding for the Bristol Street Project, <br />Phases III and IV. <br />The recommended firms will also assist City staff with other miscellaneous right -of -way tasks, <br />such as deed research, property acquisition cost estimates, and evaluating City -owned surplus <br />properties. The contracts will give the City the flexibility to respond to specific right -of -way <br />service needs that may arise during the term of the agreement. Each agreement will be for a 15- <br />month period, expiring on June 30, 2015. If additional time is needed, the term of the agreement <br />may be extended by a writing executed by the City Manager. <br />On November 26, 2013, the Public Works Agency released a Request for Proposals (RFP) to <br />qualified consulting firms to provide on -call right -of -way specialty services. Twenty -four <br />proposals were received and evaluated by a review committee from the Public Works Agency, <br />Community Development Agency, and the City Attorney's Office. Each firm was rated according <br />to its qualifications, experience, references, and capacity to perform the required work.
