6.4 RECOMMENDATION FOR AGREEMENT <br />The selection recommendation will be based on the accumulated point score for all criteria and <br />any clarifying interviews. Based on the evaluation of the City selection team, a recommendation <br />will be made to the City Council to authorize an agreement between the City and the selected <br />Proposer. <br />6.5 FILING OF PROTESTS <br />Proposers may file a "protest" with the City's Purchasing Department. In order for a Proposer's <br />protest to be considered valid, the protest must: <br />6.5.1. Be filed in writing within five (5) business days after the proposal issue date or <br />before 5:00 p.m. of the 5th business day following the posting of Proposal <br />Results /Notice of Intent to Award Contract on the City's website. <br />6.5.2. Clearly identify the specific irregularity or accusation; <br />6.5.3. Clearly identify the specific City staff determination or recommendation being <br />protested; <br />6.5.4. Specify, in detail, the grounds of the protest and the facts supporting the protest; <br />and <br />6.5.5. Include all relevant, supporting documentation with the protest at time of filing. <br />If the protest does not comply with each of these requirements, it will be rejected as invalid. If <br />the protest is valid, the City's Purchasing Manager, or other designated City staff member, shall <br />review the basis of the protest and all relevant information. The Purchasing Manager will <br />provide a written decision to the protestor within fourteen (14) calendar days. <br />Based on the selection team's recommendation and upon the authorization of the City Council, <br />the City will offer the selected Vendor with an agreement to provide the service described in this <br />RFP. A sample of the draft agreement can be found in Appendix C. <br />8. ORDERING PROCEDURES <br />8.1 INITIATING WORK REQUESTS <br />When a need for cabling services arises, the City will contact the Vendor and provide the <br />preliminary details of the work to be performed. <br />8.2 SERVICES REQUIRING A JOB WALK <br />Page 13 of 36 <br />
