III. CERTIFICATIONS: <br />The following forms shall be signed and included as part of the proposal submittal package: <br />• Exhibit C -1: Non - Collusion Affidavit <br />• Exhibit C -2: Non - Lobbying Certification <br />• Exhibit C -3: Department of Housing and Urban Development Section 3 Contract Clause <br />IV. PROPOSAL REVIEW (CONSULTANT SELECTION) <br />A. EVALUATION AND RATING <br />The criteria for evaluating the proposals submitted will take the following items into consideration: <br />• Firm and Personnel Experience <br />20% <br />• Understanding of Need <br />20% <br />• Relevant Project Experience <br />20% <br />• References <br />20% <br />• Price /Fee <br />20% <br />The City has established a proposal review committee to evaluate proposers based on the <br />response to the RFP and the City evaluation criteria set forth above. A final score will be <br />calculated for each submitted proposal and used to rank the proposers. <br />B. SELECTION <br />The committee may interview the top ranking proposers. The City will recommend award of the <br />contract to the proposer who will provide the best value to the City. City reserves the right to <br />begin negotiations and enter into a contract without interview or further discussions. <br />V. CONTRACT AWARD <br />A. REQUEST FOR COUNCIL ACTION <br />Following evaluation and rating by the proposal review committee, the Project Manager will <br />recommend award of a contract to the proposer providing the best value to the City. <br />B. EXECUTION OF AGREEMENT <br />A sample Agreement is attached herein as an Exhibit as part of the Appendix. `Proposer" will <br />hereinafter be referred to as "Consultant' <br />The term of the contract will begin after the contract agreement is fully executed, and all <br />required bonds, insurance documents and contents of the Information Packet have been <br />received and approved. <br />VI. PUBLIC RECORDS <br />All data, documents and other products used, developed, or produced during response preparation <br />of the RFP will become property of the City. All responses to the RFP shall become property of the <br />City.
