promotes tamper- resistant biometric credentials for workers who require unescorted <br />access to secure areas of ports, vessels, outer continental shelf facilities, and all <br />credentialed merchant mariners; and the credentialing of first responders which entails <br />enhancing real -time electronic authentication of identity and attribute(s) (qualification, <br />certification, authorization, an Tor pnvilege) of emergency response7critcal government <br />personnel responding to terrorist attacks or other catastrophic events. <br />DLSGP specific allowable activities include: planning activities related to DLSGP <br />compliance, related personal identification verification systems enhancements, <br />personnel and management costs related to DLSGP compliance activities, and <br />acquisitions for hardware and software related to ensuring compatibility with DLSGP <br />technologies. <br />With respect to TWIC, specific allowable activities include: projects that involve new <br />installations or upgrades to access control and identity management systems that <br />exhibit compliance with TWIC standards and program specifications. <br />As to credentialing of first responders, specific allowable activities include: development <br />of standards -based technologies, policies, protocols, and practices for portable and <br />functional solutions to first responder identification and verification issues. <br />Note: Secure identification projects requested and funded under SHSP must directly <br />support SNSP mission goals. <br />48 <br />
