Mr. Bill Apple, Associate Planner
City of Santa Ana, Planning Division
March 11, 2008
Page 9
generate project and cumulative projects traffic using ITE trip Generation. Trip tables will be
reviewed by the PWA prior to the subsequent stages of the analysis. The trips will then be
distributed and assigned to the circulation network.
3 — Ultimate build -out assumes full build -out of the Project. The latest version of OCTAM
must be used to generate, distribute and assign traffic.
4 — Traffic Impact Analyses include the calculation of LOS for each of the study road
segments, ramp segments and intersections. The road segment LOS will be determined using
the methodology presented in the County MPAH. The LOS for signalized intersections at
Caltrans ramps will be based on the Highway Capacity Manual (HCM) methodology. The
LOS for unsignalized intersections will be based on the HCM methodology. At least, the
following analysis scenarios shall be considered.
1. Existing Conditions (2007)
2. Opening Year without the Project
3. Opening Year with the Project
4. Opening Year with the Project with Mitigation (if needed)
5. General Plan Build -out without the Project, if necessary
6. General Plan Build -out with the Project, if necessary
7. General Plan Build -out without the Project with Mitigation (if needed)
Study Intersections:
Santa Clara Avenue at Tustin Avenue
Santa Clara Avenue at Grand Avenue
Santa Clara Avenue at Wright Street
Santa Clara Avenue at Lyon Street
Santa Clara Avenue at the project access location.
Mid -block locations analysis:
• All mid -block segments associated with the above intersections shall be included in
the analysis
5 — Mitigation measures will identify project -related traffic impacts based on a comparison of
the results of LOS analyses between the applicable scenarios listed above. Project impacts
will be based on City's standards and will be identified based on the various project phases
and the full build -out scenario. As appropriate, mitigations measures designed to reduce
potential circulation impacts to acceptable levels will be identified. Evaluation of potential
mitigation measures and an analysis of their effectiveness will be provided. The mitigation
measures section should include potential impact on adjacent properties; schematic drawing
illustrating said impacts and the possibility of property takes, if applicable.
6 Specific analyses section shall provide appropriate mitigation measures for the following
issues:
