Trip tables will be <br />reviewed by the PWA prior to the subsequent stages of the analysis. The trips will then be <br />distributed and assigned to the circulation network. <br />3 — Ultimate build -out assumes full build -out of the Project. The latest version of OCTAM <br />must be used to generate, distribute and assign traffic. <br />4 — Traffic Impact Analyses include the calculation of LOS for each of the study road <br />segments, ramp segments and intersections. The road segment LOS will be determined using <br />the methodology presented in the County MPAH. The LOS for signalized intersections at <br />Caltrans ramps will be based on the Highway Capacity Manual (HCM) methodology. The <br />LOS for unsignalized intersections will be based on the HCM methodology. At least, the <br />following analysis scenarios shall be considered. <br />1. Existing Conditions (2007) <br />2. Opening Year without the Project <br />3. Opening Year with the Project <br />4. Opening Year with the Project with Mitigation (if needed) <br />5. General Plan Build -out without the Project, if necessary <br />6. General Plan Build -out with the Project, if necessary <br />7. General Plan Build -out without the Project with Mitigation (if needed) <br />Study Intersections: <br />Santa Clara Avenue at Tustin Avenue <br />Santa Clara Avenue at Grand Avenue <br />Santa Clara Avenue at Wright Street <br />Santa Clara Avenue at Lyon Street <br />Santa Clara Avenue at the project access location. <br />Mid -block locations analysis: <br />• All mid -block segments associated with the above intersections shall be included in <br />the analysis <br />5 — Mitigation measures will identify project -related traffic impacts based on a comparison of <br />the results of LOS analyses between the applicable scenarios listed above. Project impacts <br />will be based on City's standards and will be identified based on the various project phases <br />and the full build -out scenario. As appropriate, mitigations measures designed to reduce <br />potential circulation impacts to acceptable levels will be identified. Evaluation of potential <br />mitigation measures and an analysis of their effectiveness will be provided. The mitigation <br />measures section should include potential impact on adjacent properties; schematic drawing <br />illustrating said impacts and the possibility of property takes, if applicable. <br />6 Specific analyses section shall provide appropriate mitigation measures for the following <br />issues: <br />
