City of Santa Ana -Park View at Town and Country Manor <br />and Traffic Draft EIR <br />Project Trip Distribution and Assignment <br />Project trip distribution assumptions take into account the project site uses and the locations of area <br />trip producers, such as employment and shopping centers. Assignment of project trips also takes into <br />account the fact the Memory Lane driveway is restricted to right- in/right -out only movements. <br />Opening Year (2013) Traffic Conditions With the Project <br />Project traffic has been added to the Opening Year (2013) Without Project traffic volumes. Study <br />roadway segments have been re- analyzed for Opening Year with Project conditions, and the results <br />are summarized in Table 4.6 -13. With the addition of project - related traffic, Parker Street between <br />La Vera Avenue and Town & Country Road in the City of Orange is forecasted to continue to operate <br />at LOS E. The proposed project will cause a significant impact because the V/C ratio will increase by <br />more than 0.01. This segment of Parker Street would require the addition of one travel lane in each <br />direction to bring the roadway back to an acceptable service level. The addition of lanes on Parker <br />Street is already a planned improvement by 2030 in the City's General Plan. The Parker Street <br />segment would operate at LOS A with the additional capacity. <br />The project's fair share contribution on this roadway segment is calculated by finding the ratio of the <br />traffic generated by the proposed development to the growth in traffic (including project traffic) <br />generated between the existing year and forecast opening year. Traffic volume on Parker Street <br />between La Veta Avenue and Town & Country Road is forecasted to increase by 1,056 trips between <br />the existing condition and Opening Year (2013) With Project condition. The proposed project is <br />forecasted to contribute 133 trips to this roadway segment. This represents a fair share contribution <br />of 12.59 percent. <br />Main Street between La Vera Avenue and Town & Country Road in the City of Santa Ana is <br />forecasted to continue to operate at LOS F. The project impact on this segment will be 0.004 and, <br />therefore, is not considered significant. However, the City of Santa Ana's Traffic Impact Analysis <br />guidelines still require improvements to be identified to address this deficiency.
