General Project Schedule

<br />Mr. Williams, as the RES Manager, is responsible for the overall quality assurance and quality control processes. He
<br />will ensure all milestones are met and scheduled steps are taken to follow FHWA, FTA and State guidelines. He will
<br />ensure a complete understanding of the project and the goals specific to the City, work with the City to develop a
<br />reasonable scope, budget, and schedule, and make certain that all records are kept in compliance with state and
<br />federal requirements. At HDR RES, this includes:
<br />• Ensuring a complete understanding of the project and client goals;
<br />• Ensuring that appropriate and capable staff are assigned to the project;
<br />• Developing and maintaining tracking and status documents specific to the needs of the client that meet the
<br />client's objectives;
<br />• Developing an acceptable accounting mechanism and invoice format;
<br />• Maintaining communication with the client to ensure satisfaction;
<br />• Ensuring certification of federally funded projects; and
<br />• Availability to consult with staff on complex acquisition issues.
<br />The team will meet at regular intervals to discuss overall project status, specific issues on each parcel, subconsultant
<br />deadlines and expectations, client satisfaction and each element of the quality assurance process.
<br />HDR RES agents are reminded that documentation is as important as field work and spreadsheets, diaries and
<br />written communications are kept up to date and available for clients to review in real time, at any time. By
<br />emphasizing communication, both in writing and day-to-day with our clients, we can be certain that critical path
<br />requirements are met.
<br />In addition to the QA/QC process that the team members follow, HDR RES is one of the few right of way consulting
<br />firms that have a separate QA/QC Manager and a separate QA/QC plan. The QA/QC Manager will develop a protocol
<br />to ensure that all deliverables and processes meet HDR RES, the City, state, federal and industry standards. The
<br />QA/QC Manager will conduct an audit of files, documents and timelines to ensure quality products and appropriate
<br />levels of effort. The QA/QC Manager is a highly experienced right of way specialist who acts independently from the
<br />project delivery team to ensure independence and fairness, as well as conformance with standard HDR RES
<br />practices. The QA/QC manager is not involved in any of the team activities, or the preparation of any documents,
<br />planning or any activities, whatsoever, in order to maintain complete independence. This formal QA/QC process
<br />limits risks and ensures a uniform, high quality product and process.

<br />Even though senior employees at HDR RES are qualified to maintain communications with clients and to track
