Homeless Program Goals <br />With four years of homeless assistance accomplishment data it is now possible to begin measuring <br />if the City is on track to meet five -year goals established in the Consolidated Plan. After four years <br />of program efforts, it appears the City will meet or exceed Consolidated Plan goals for support <br />services, homelessness prevention and transitional housing. Conversely, based on four years of <br />program efforts, the City is off pace to meet Consolidated Plan goals for emergency housing and <br />permanent housing. Exhibit 4 provides information regarding these homeless program efforts in <br />table format. eased on feedback from homeless service providers, the primary reason program <br />goals are lagging is the ongoing impacts of the economic recession. Program participants are <br />requiring larger subsidies for a longer period due to difficulties finding employment. Unfortunately, <br />this trend may continue for some time. With a local unemployment rate of 8.1 %, it is more difficult <br />for individuals with little or no work experience to obtain jobs that pay :a livable wage.5 <br />Additionally, due to reductions in funding for housing vouchers, the Santa Ana Housing Authority <br />has been unable to set -aside vouchers targeting homeless households as it had done in past years. <br />Community Improvement Program Goals <br />With Fiscal Year 2013 -2014 program efforts, it appears the City will meet and exceed both pubic <br />infrastructure and public facility improvement Consolidated Plan goals.
