1. Address housing and community needs and review the proposed use of funds. This <br />meeting will be held prior to the publishing of the final Consolidated Plan (and annual <br />plans) for public comments. <br />2. Review program performance. <br />Rules for all public hearings include the following: <br />• Notice of each hearing will be made at least 14 days in advance, and will be <br />published in a local newspaper of general circulation. All notices will be of a size and <br />type to draw the attention of casual newspaper readers and will state the time, <br />date, location and topics to be discussed. <br />• Where a significant number of non - English speaking residents can be reasonably <br />expected to participate, translators will be available. <br />• These meetings will be held at locations that are accessible to persons with <br />disabilities. <br />MEETINGS <br />Adequate and timely notification to allow citizens an opportunity to attend and participate <br />in making recommendations at local meetings, community workshops, and public hearings, <br />will be provided by way of newspaper notices, special mailings, posted notices, the City's <br />web site, and other forms of communication. <br />AVAILABILITY OF INFORMATION TO THE PUBLIC <br />As previously stated, the City will publish an announcement as to the availability of its <br />proposed Consolidated Plan (and annual updates), amendments, and performance reports, <br />so that affected residents and other interested parties have sufficient opportunity to review <br />documents and provide comments. A summary describing the contents and purpose of the <br />Consolidated Plan, amendments, and performance report will be published in one or more <br />newspapers of general circulation. In addition, a sufficient number of free copies of the <br />entire proposed plan, amendments, and performance reports will be made available for <br />review at the following locations: <br />■ Santa Ana Main Library <br />19E -10 <br />
