The City will publish a notice that its CAPER is available for review so the public will have <br />sufficient opportunity to review and comment on the report. The notice will be published <br />in one or more newspapers of general circulation. There will be a 15 -day public comment <br />period prior to the submission of the CAPER to HUD. <br />A reasonable number of free copies of the CAPER will be made available for review at the <br />following locations: <br />• Santa Ana Main Library <br />• Office of the Clerk of the Council <br />• Community Development Agency, 6t" Floor Reception Area <br />• On the City's website, www.santa- ana.org <br />A public hearing will be held be held by the Community Redevelopment and Housing <br />Commission, to obtain comments will, with the City Council authorizing the submission to <br />HUD. The City will consider all comments received from residents, public agencies and <br />other interested parties. A summary of public comments will be included with the final <br />submission. The summary of public comments will include a synopsis of the City's response <br />to written public comments, and an explanation of public comments not accepted, including <br />the reasons why these comments were not accepted. <br />PUBLIC HEARINGS <br />So that a full range of public comments and ideas are brought to bear during the <br />development of proposed activities and program performance, at least two public hearings <br />will be held each year. Meetings will be conveniently timed and held at locations where <br />people who might or will benefit from program funding may attend. <br />The purpose of public hearings is to obtain the views of residents, public agencies and other <br />interested parties, and to provide a forum to respond to comments. Public hearings will be <br />held during two different stages of the consolidated submission process. Specifically, public <br />hearings will be held to: <br />19E -9 <br />
