Harbor Boulevard Mixed Use Transit Corridor Plan <br />Findings and Facts in Support of Findings and Statement of Overriding Considerations <br />b. As of 2011, which is most recent year for which data is available, the City of <br />Santa Ana is not currently meeting its waste diversion rate prescribed. However, <br />future development of the project would comply with laws and regulations <br />governing solid waste, including AB 939, AB 32, and AB 341. <br />Impacts Determined to be Less than Significant in the DER <br />The following impacts were evaluated in the DER and determined to be less than significant <br />through implementation of the Specific Plan, its development standards and design guidelines, <br />and adherence with existing laws, codes, and statutes. <br />Based upon the environmental analysis presented in the EIR (which is incorporated herein by <br />this reference), and the comments received by the public on the Draft EIR, no substantial <br />evidence was submitted to or identified by the City indicating that the project would have a <br />potentially significant impact on the following environmental areas: <br />1. Aesthetics. <br />a. The proposed project would alter the visual appearance of the project area, <br />however it would not deteriorate the existing visual character or conflict with any <br />existing architectural characteristics specific to the area. [Threshold AE -3] <br />b. The proposed project would generate additional light and glare, however, it would <br />not affect day or nighttime views with the implementation of the Harbor Corridor <br />Plan Design Guidelines. [Threshold AE -4] <br />2. Air Quality. <br />a. Onsite operational - related emissions associated with the Harbor Boulevard <br />Mixed Use Transit Corridor Plan would not expose sensitive receptors to <br />substantial pollutant concentrations. [Threshold AQ -4] <br />3. Geology and Soils. <br />a. Future development in accordance with the Harbor Boulevard Mixed Use Transit <br />Corridor Plan would not subject people and structures to substantial adverse hazards <br />from ground shaking. [Threshold G -1.ii] <br />b. Future development in accordance with the Harbor Boulevard Mixed Use Transit <br />Corridor Plan would not expose people and structures to substantial adverse <br />hazards from liquefaction or other seismic - related ground failure. [Threshold G- 1.iii] <br />c. Project buildout would not expose people or structures to substantial hazards from <br />ground subsidence, collapsible soils, and expansive soils. [Thresholds G -3 and G -4] <br />4. Greenhouse Gas Emissions. <br />a. Development of the proposed land uses within the Harbor Boulevard Mixed Use <br />Transit Corridor Plan would not result in a substantial increase of GHG emissions <br />that would exceed the South Coast Air Quality Management District's proposed <br />efficiency target of 4.8 MTCOze. [Threshold GHG -1] <br />b. The Harbor Boulevard Mixed Use Transit Corridor Plan would not conflict with plans <br />adopted with the purpose of reducing GHG emissions. [Threshold GHG -2] <br />5.
