Preliminary Environment <br />17. Is there a potential for wetlands to occur within or adjacent to the construction area? Based <br />on a preliminary review of the project site no surface waters are present. Per the National Wetland <br />Inventory (NWI) maps, available through the Natural Resource Conservation Service (NRCS) field <br />office, and the Wetlands Online Mapper (U.S. Fish and Wildlife Service, Wetlands Online Mapper, <br />http: //www.fws.gov/wetlands /Data /Mapper.html), which is based on the U.S. Fish and Wildlife Service <br />(USFWS) National Wetlands Inventory database, there are no wetlands on, immediately adjacent to, <br />or in the vicinity of the proposed project. The potential for wetlands to occur within or adjacent to the <br />project, and the potential for the project to affect wetlands, if any, will be confirmed during the detailed <br />field evaluation performed as part of the NES (MI). Based on a preliminary review of the project site <br />wetlands are not anticipated to be encountered within or adjacent to the identified limits of <br />disturbance. <br />18. Is there a potential for agricultural wetlands to occur within or adjacent to the construction <br />area? According to the Wetlands Online Mapper (U.S. Fish and Wildlife Service, Wetlands Online <br />Mapper, http: / /www.fws.gov /wetlands /Data /Mapper.html), which is based on the U.S. Fish and <br />Wildlife Service National Wetlands Inventory database, there are no wetlands on, immediately <br />adjacent to, or in the vicinity of the proposed project. The potential for agricultural wetlands to occur <br />within or adjacent to the project, and the potential for the project to affect agricultural wetlands, if any, <br />will be confirmed during the field evaluation performed as part of the NES (MI). Based on a <br />preliminary review of the project site wetlands, including agricultural wetlands, are not anticipated to <br />be encountered within or adjacent to the identified limits of disturbance. <br />19. Is there a potential for the introduction or spread of invasive plant species? During <br />construction there would be the potential for the spread of invasive species through introduction from <br />construction equipment and other outside sources. Standard Department construction best <br />management practices (BMPs) would be implemented during construction to limit the potential for the <br />introduction or spread of invasive species. This will be addressed in the NES (MI) that is prepared. <br />Sections 4(f) and 6(f) <br />20. Are there any historic sites or publicly owned public parks, recreation areas, wildlife or <br />waterfowl refuges (Section 4[f]) within or immediately adjacent to the construction area? It is <br />not anticipated that any Section 4(f) resources would be impacted by the proposed project as no <br />publicly owned parks or recreation areas, wildlife or waterfowl refuges, or known historic sites are <br />located within or immediately adjacent to the proposed project site. One site, the Orange County <br />Highway Department (now Road Department) industrial /maintenance yard located at 1102 East Fruit <br />Street (buildings number 3 through 9) was previously identified as being eligible for listing on the <br />National Register of Historic Places. However, this finding does not appear to be appropriate for this <br />site and will be addressed in the Historic Property Survey Report/Historical Resources Evaluation <br />Report that is prepared for the project. Is anticipated that this site will be determined to not be eligible <br />for listing on the NRHP and therefore would not be a Section 4(f) resource. <br />21. Does the project have the potential to affect properties acquired or improved with Land and <br />Water Conservation Fund Act (Section 6[f]) funds? No parks are located within or adjacent to the <br />proposed project site. No properties acquired with Land and Water Conservation Fund (Section 6(f)) <br />funds would be impacted by the proposed project. <br />Visual Resources <br />22. Does the project have the potential to affect any visual or scenic resources? The project <br />vicinity consists of primarily light industrial and warehouse uses to the east of Lincoln Avenue. In the <br />northwest quadrant of the Santa Ana Boulevard /OCTA Metrolink at -grade crossing are predominantly <br />single - family uses, while the southwest quadrant is the Santa Ana Regional Transportation Center. <br />To the west of Santiago Street to the north and south of Santa Ana Boulevard multi - family residential <br />units are present. The Visual Impact Assessment Guide was completed for the proposed project. <br />Based on a preliminary review of the project site and the information known about the project area the <br />proposed project received a scope of 17.
