The term road easement as used above includes the <br />entire area within right -of -way (hinge point to hinge <br />point) excluding slope and drainage easements. The <br />credit values furthermore include percentages or work <br />estimated for engineering, administration and <br />contingencies for the respective transportation <br />corridors. <br />4. Drainage <br />Credit will be given for drainage structures in <br />accordance with lengths of pipe and unit prices <br />estimated as costs in the fee program or for as -built <br />structures which the Director, EMA or his designee <br />determine are reasonable equivalents of the structures <br />in the fee program cost estimate. Unit prices for <br />as -built drainage structures will be those used in the <br />latest fee program cost estimate. Engineering and <br />administration credit of 15% of the drainage structure <br />credit will be added. Contingency credit of 10% of <br />the drainage structure credit will be added. Terrace <br />drains, downdrains and temporary drainage facilities <br />or erosion control facilities are included in the <br />average unit cost of grading. <br />5. Other Improvements <br />Credit will be given for other improvements at the <br />rate at which the improvement was estimated in the fee <br />program plus 15% for engineering and administration <br />plus 10% for contingencies. <br />The credit rates specified above will be revised <br />whenever the corridor costs estimates are revised for <br />the purpose of adjusting fees. Once fee credits are <br />established by an executed reimbursement agreement, no <br />further adjustments will be made to those credits <br />because of revisions to the corridor cost estimates or <br />fee adjustments. <br />XII. ANNUAL FEE ADJUSTMENT <br />It is intended that annually the fee programs be <br />automatically adjusted by the Agencies in accordance with <br />the California Construction Cost Index, or other <br />comparable index selected by the Board, and further <br />adjusted by the Agencies to reflect updated project cost <br />estimates, substantial <br />-34- <br />
