PURPOSE of REQUEST FOR PROPOSAL <br />The SAWIB in conjunction with the Santa Ana Youth Council is accepting proposals from youth serving <br />organizations to become members of the youth Service Provider Network, herein referred to as Youth <br />Service Providers, to deliver a WIOA youth program for Santa Ana youth between the ages of 14 -24 that <br />are in- school or out -of- school. The WIOA youth program should include the following components: <br />1) Workforce preparation with at least 20% of funds allocated for youth paid work experience <br />2) Enrolment, of a minimum, of 75% out -of- school youth <br />3) WIOA Program Requirements <br />4) WIOA Program Elements (some or all elements) <br />5) Meet or Exceed WIOA Performance Measures <br />SPECIAL CONSIDERATION <br />Special consideration will be given to youth organizations that can incorporate the following: <br />1) Serve Out -of- School youth <br />2) Seiye Youth with disabilities <br />3) Serve Faster /Emancipated youth' <br />41 Serve Youth on probation <br />5) Prepare youth for targeted in- demand industries as identified in the SAWIB's five year plan <br />6), Offer job training in science, technology, engineering, arts, and/or math <br />Refer:to www.santaanawib.org for more information about the SAWB's five year plan. Refer to <br />www.ocstem.ore for more information, about STEM, . <br />YOUTH POPULATION TO.SERVE <br />The Santa Ana Youth Council is committed, to serving "the neediest youth) with a priority given to out -of- <br />school youth, high school dropouts, runaway and homeless youth, youth in foster care, court involved <br />youth, children of incarcerated parents and migrant youth." Proposers may serve one or both youth <br />populations, but must serve at least 75% out -of- school youth. Services cannot be provided during <br />regular school hours. <br />1. Out -of- School Youth (ages 16 -24): An individual who is not attending any school (as defined by <br />State law); between the ages of 16 -24; and one or more of the following : school dropout, not <br />attending school for at least a quarter, high school graduate or GED who is low- income and is <br />basic skills deficient, an English language learner, an individual in the juvenile or adult justice <br />system, homeless individual, homeless youth, a runaway, in foster care or aged out of foster <br />care, a child eligible for child welfare, pregnant or parenting, youth with disability, low- income <br />individual who needs additional assistance to enter or complete an educational program or to <br />secure or hold employment. <br />2. In- School Youth (ages 14 -21): An individual who is attending school, between the ages of 14 -21, <br />low- income, and one or more of the following: basic skills deficient, English language learner, an <br />offender, homeless individual, homeless youth, a runaway, in foster care or aged out of foster <br />care, a child eligible for child welfare, pregnant or parenting, youth with disability, low- income <br />who needs additional assistance to enter or complete an educational program or to secure or <br />hold employment. <br />19D -11 <br />
