WORKFORCE INNOVATION & OPPORTUNITY ACT 2014 <br />The Workforce Innovation & Opportunity Act (WIOA) became law in 2014, which replaced the <br />Workforce Investment Act (WIA). The purpose of the Act is to 1) increase access to opportunities for <br />employment, education, training and support services particularly for people with barriers to <br />employment; 2) support workforce development systems; 3) provide workers with skills and credentials <br />to secure and advance in employment with family sustaining wages and to provide employers with <br />skilled workers; 4) improve the delivery of service in workforce development systems; 5) to increase <br />prosperity of workers and employers in the United States; 6) and to increase employment, retention, <br />earnings of participants, recognized postsecondary credentials, improve the workforce, reduce welfare <br />dependency, increase economic self- sufficiency, meet employer skill requirements, and enhance <br />productivity and competitiveness of the Nation. <br />SANTA,ANA, WORKFORCEINVESTMENT BOARD <br />The Santa Ana Workforce Investment Board (SAWIB) Was enacted in 2000 to ensure the involvement of <br />the business and industrial community, including small, businesses, minority business enterprises; <br />education, labor organizations, community -based organizations, economic development agencies and <br />one stop delivery system partners in workforce investment activities. <br />SANTA ANA YOUTH COUNCIL <br />In 2000 the Santa Ana WIB appo'int(4, the Youth Council as a subcommittee to oversee the youth funds <br />of WIOA. The Santa Ana Youth Council is responsible for coordinating local youth activities, developing <br />portions of the local plan, recommending eligible service providers to deliver the 14 WIOA program <br />elements, and conducting oversight of providers. <br />SANTA ANA YOUTH COUNCIL MISSION <br />To provide a comprehensive integrated system to enable youth, particularly those most in need, to <br />acquire the necessary skills to successfully transition into and compete in the labor force and to further <br />their education and training. <br />SANTA ANA YOUTH COUNCIL PRIORITIES <br />The Youth Council Priorities are in accordance with the WIB Local Strategies Workforce Plan 2013 -2017: <br />1. Partner with K -12 education and others on strategies that reduce high school dropout rates and <br />encourage dropout recovery <br />2. Partner in developing and executing strategies to re- engage disconnected youth <br />3. Partner with employers, educators, and others to help youth understand career pathway options <br />4. Encourage youth to focus on attainments of postsecondary degrees and to earn credentials <br />important to priority industry sector employers in the local /regional labor market. <br />4 <br />19D-8 <br />
