ACOF's operational philosophy and goals. A dedicated supervisor provides <br />continuity for tenants and a consistent property management interface. <br />Agent shall (i) employ, discharge, supervise, and pay as expenditures a property <br />manager, a key holder, and on -site maintenance persomnel for the Property and (ii) <br />independent maintenance personnel, all as- required for the efficient operation and <br />maintenance of the Property in accordance with the Property requirements. <br />The anticipated staffing pattern will be as follows: <br />Title/Position Compensation <br />Property Manager (PM)* Per Approved Operating Budget <br />Key Holder ** Per Approved Operating Budget <br />Maintenance Personnel Per Approved Operating Budget <br />*A rental unit is part of the employee's compensation, and is counted in <br />income and expense statements. The employee's unit is subject to local, <br />state and federal tax regulations. <br />* *The Key Holder will report to the PM who will in turn report to the <br />Property Supervisor, who reports to The John Stewart Company <br />Support staff in Agent's office, also involved in property management, <br />includes clerical, accounting personnel whose responsibilities are to assist <br />in administrative functions and in the preparation of financial reports, and <br />compliance staff whose responsibilities includes ensuring that the <br />qualified occupancy is maintained including initial intake and annual <br />recertifications. <br />Specific responsibilities for all property personnel are detailed in the job <br />descriptions which is part of the annual management plan package. <br />2. Anticipated Hiring Policies: <br />a. All hiring of Agent employees shall conform to Equal <br />Employment Opportunity requirements. Agent shall not <br />discriminate against any applicant for employment because of race, <br />religion, color, ancestry, national origin, or age, sex, pregnancy, <br />marital status, disability, sexual orientation or AIDS. It is JSCO's <br />goal to have the ethnic composition of the on -site staff reflect the <br />ethnic composition of the development and surrounding <br />community. <br />Special efforts will be made to provide information regarding job <br />openings to minority candidates and contractors through outreach <br />to community organizations, bulletin boards, newspapers and other <br />Exhibit H - 8 - <br />
