Site staff will <br />also use the meeting as an opportunity to elicit suggestions from tenants on <br />programming options at the building. <br />I11. OPERATIONS <br />A. Rent Collection Policies and Procedures <br />The tenant orientation information (both written and oral) for Vista del Rio shall <br />address rent collection policies and procedures. Such policies and procedures <br />shall be strict, consistent, easily understood, and firmly enforced. <br />a. Rents shall be collected by the Agent who will provide the tenant with a <br />receipt. <br />b. All rents shall be due on or before the first (1st) day of each month. Rent is <br />considered delinquent on the second (2nd) day of the month. Rent must be <br />paid by cashier's check, money order or some other secure form of payment. <br />C. Tenants who have not paid their rent by the fourth (4th) day of the month <br />will be served a Ten (10) Day Notice to Pay Rent or Quit. <br />d. Failure to pay rent will result in eviction. The Agent must advise the Owner <br />of all evictions that are to be initiated. The Agent shall provide the attorney <br />with copies of all documents and request that an eviction be scheduled with <br />the court. Eviction proceedings must follow procedures outlined in the <br />California Civil Code. Tenants will be charged if Agent is forced to take <br />legal action against a tenant. <br />e. Tenants having financial problems that affect payment of their rent will be <br />referred to the RSC who will assist in budgeting, coordination of a payment <br />plan with the Agent, and if applicable linkages to an appropriate social <br />agency for assistance in remedying the problem. <br />f. Rents shall be increased annually to cover Property expenses, if approved by <br />funders upon submission of year end reports and a request for rent increases <br />and budget approval. All tenants shall be given a sixty (60) day notice of <br />any rent increases allowed pursuant to agency regulations. <br />B. Eviction Prevention and Eviction Policy <br />Owner is committed to providing permanent affordable, supportive housing for <br />people with special needs. To this end each apartment community is assigned <br />services staff whose primary responsibility is to support tenants, including those <br />Exhibit H - 32 - <br />
