ENVIRONMENTAL IMPACT REPORTADDENDUM <br />Bristol Street Widening Project Warner Ave to Saint Andrew Place (Phase IV) <br />1985. Furthermore, the proposed project would result in an improvement to the Bristol Street at Warner <br />Avenue, Glenwood Place, and Saint Andrew Place intersections. Impacts would be similar to those <br />identified in the 1990 Final EIS/EIR. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />(b) Conflict with an applicable congestion management program, including, but not limited to <br />level of service standards and travel demand measures, or other standards established by the <br />county congestion management agency for designated roads or highways? <br />The proposed project would result in an improvement to Bristol Street from Warner Avenue to Saint <br />Andrew Place. Once the project has been implemented, all roadway segments would operate at LOS D or <br />better. The proposed project would not cause the County congestion agency's LOS standards to be <br />exceeded. Impacts would be similar to those identified in the 1990 Final EIS /EIR. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />(c) Result in a change in air traffic patterns, including either an increase in traffic levels or a <br />change in location that results in substantial safety risks? <br />The closest airport to the site is John Wayne — Orange County Airport, located approximately 3.5 miles <br />southeast of the project site. The proposed project would have no impact on air traffic patterns. The <br />proposed project would not introduce any new risks or increase risks. Impacts would be similar to those <br />identified in the 1990 Final EIS /EIR. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />(d) Substantially increase hazards due to a design feature (e.g., sharp curves or dangerous <br />intersections) or incompatible uses (e.g., farm equipment)? <br />The proposed project would improve the traffic flow along Bristol Street from Warner Avenue to Saint <br />Andrew Place and would not create any sharp curves or other incompatible uses. The proposed project <br />would not create any significant hazards beyond what was previously analyzed. Impacts would be similar to <br />those identified in the 1990 Final EIS /EIR. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />(e) Result in inadequate emergency access? <br />The proposed project would improve traffic flow along Bristol Street in the long -term. However, during the <br />construction phase, the disruption of traffic and restricted access along Bristol Street could temporarily <br />affect the mobility of emergency vehicles. Provisions would be made for interim access, and traffic control <br />plans would be prepared prior to construction. Additionally, advance warning and information signs would <br />be used to reduce the confusion motorists may experience during the construction process. Bristol Street <br />would remain open during construction. Although the proposed project may interfere with emergency access <br />in the short -tern, it would improve emergency access once the project is completed. The proposed project <br />would not result in a more significant impact to emergency access than previously analyzed, and with the <br />implementation of mitigation measures as prescribed in the 1990 Final EIS/EIR. <br />ANA 305 -194 (PER 02) CSA (AUGUST 2014) 133867 YU <br />
