Further, in accordance with <br />Subparagraph 42.3 of this Agreement, in the event ADMINISTRATOR reduces the <br />maximum obligation as stated in Subparagraph 19.1, CONTRACTOR and <br />ADMINISTRATOR may mutually agree in writing to proportionately reduce the <br />service goals as set forth in this Exhibit A to this Agreement. <br />16. STAFF <br />CONTRACTOR shall employ staff with experience in placing Participants <br />with a limited English vocabulary in an environment that facilitates the <br />development of the English language, CONTRACTOR's staff shall be able to <br />read, write, speak, and understand English. CONTRACTOR shall provide <br />bilingual staff to serve Participants who speak Spanish or Vietnamese. The <br />ratio of bilingual staff shall be consistent; with and proportional to the <br />target population, as determined by ADMINISTRATOR. In addition, CONTRACTOR <br />shall be required to provide translation services for all other languages as <br />needed to ensure all Participants are provided services in the language they <br />speak. <br />CONTRACTOR shall comply with all COUNTY, State, and Federal regulations <br />regarding Limited English Proficiency (LEP). LIP regulations affect anyone <br />who participates in a Federally funded program, and who has English as his or <br />her second language and is limited in his or her English language proficiency. <br />Itl <br />I MR0415) <br />Page 1.7 of 25 <br />(April 7, 2015) <br />
