!it. Federal Financial Report (FFR) <br />Obligations and expenditures must be reported on a quarterly basis through the FFR <br />(SF -425) and must be filed electronically using PARS. The form is available at <br />httn:// wivrn. whitehoirseQOV/s ttes/d efatirlt /fdes/omb/aY.rets /�rctnts orms /SF -4Z , ttf <br />An FFR report must be submitted quarterly throughout the period of performance, <br />including partial calendar quarters, as well as for periods where no grant award <br />activity occurs. The final FFR is due 90 days after the end date of the performance <br />period, FFRs must be, filed electronically through PARS. Future awards and fund <br />drawdowns maybe withheld if these reports are delinquent, demonstrate lack of <br />progress, or are insufficient in detail. <br />iv. Program Performance Reporting Requirements <br />The following reporting periods and due dates apply: <br />Reporting Period <br />Report Due Date <br />January 1 —June 30 <br />July 30 <br />July 1 —December 31 <br />January 30 <br />Performance Progress Report (SF -PPR) <br />Awardees are responsible for providin updated performance reports using the SF- <br />0 (OMB Control Number: 0970 -0334) on a biannual basis. Grantees must <br />complete the cover page of the SF -PPR and submit it as an attachment to the ND <br />Grants system. The SF -PPR can be accessed online at <br />b�ttp: / /wei�,v na f.'s fed ass /fap /SF -PPR Cover %20Sheet ndf <br />Grantees will be required to report on progress towards implementing plans described <br />in their application, as well as, progress made towards implementing performance <br />measures as described in Appendix B - Program Specific Priorities. As part of the <br />SF -PPR, grantees will be required to report on progress towards implementing the <br />following performance measures: <br />• For fusion centers, the achievement of capabilities and compliance with <br />measurement requirements within the Maturation and Enhancement of State and <br />Major Urban Area Fusion Centers priority through the annual Fusion Center <br />Assessment Program managed by the DHS Office of Intelligence and Analysis <br />(I &A) and reported to FEMA; and <br />Pass - Through Certification Requirement <br />For FY 2014, the Initial Strategy Implementation Plan (ISIP) will no longer be <br />required. fn place of the ISIP, the signatory authority of the SAA must certify in <br />writing to the respective FEMA GPD Program Analyst that the 80 percent (80 %) <br />pass - through obligation was met within 45 days of the award date. <br />Biannual Strategy Inaplernentation Reports (BSIR) <br />In addition to the quarterly financial and biannual performance progress reports, <br />grantees are responsible for completing and submitting BSIRs.
