within 30 days after the end of the reporting period (July 30 for the reporting period <br />of January 1 through June 30 (the summer BSIR report); and January 30 for the <br />reporting period of July 1 through December 31 (winter BSIR report). In the first <br />BSIR, grantees must provide the information on all awarded funds, by identifying all <br />projects that were not included in the application. In the BSIR grantees will be <br />responsible for linking projects to sub grantees and reporting on project progress. <br />The BSIR reports will be used as an additional validation that the pass - through <br />requirement is met throughout the period of performance of the award, All required <br />attributes of each project must be included. Updated obligations, expenditures, and <br />significant developments must be provided within the BSIR to show progress of <br />implementation for every project, as well as how expenditures support Planning, <br />Organization, Equipment, Training and Exercises (POETS). The first BSIR will be <br />due January 30, 2015, (30 days after the end of the first reporting period for the <br />award. Subsequent BSIR reports will require grantees to report on a project -by- <br />project basis. <br />D. Monitoring <br />Grant recipients will be monitored on an annual and as needed basis by FEMA staff, both <br />programmatically and financially, to ensure that the project goals, objectives, <br />performance requirements, timelines, milestone completion, budgets, and other related <br />program criteria are being met. <br />Monitoring may be accomplished through either a desk -based review or on -site <br />monitoring visits, or both. Monitoring will involve the review and analysis of the <br />financial, programmatic, performance, compliance and administrative processes, policies, <br />activities, and other attributes of each Federal assistance award and will identify areas <br />where technical assistance, corrective actions and other support may be needed. <br />E. Closeout <br />Pursuant to 44 C.F.R. § 13.50(b) Reports, within 90 days after the expiration or <br />termination of the grant, the grantee must submit all financial, performance, and other <br />reports required as a condition of the grant. <br />Within 90 days after the end of the period of performance, grantees must submit the <br />following: <br />1) Final request for payment, if applicable; <br />2) SF -425 —Final Federal Financial Report; <br />3) SF -PPR —Final Performance Progress Report; <br />4) A qualitative narrative summary on the impact of those accomplishments throughout <br />the entire period of performance submitted to the respective Grant Programs <br />Directorate (GPD) Program Analyst in a Word document; <br />5) SF -428 — Tangible Personal Property Report — Inventory of all tangible personal <br />property acquired using funds from this award.
