SAC should reflect this focus on building core capabilities, instead of simplyjoining <br />previously existing advisory bodies under other grant programs. <br />The SAA must ensure that appropriate representation from defined UASI - funded Urban <br />Areas is included on the SAC. FEMA strongly encourages that, wherever possible, <br />previously established local working groups be leveraged for thhis purpose to ensure that <br />UASI resources are managed in the most efficient and effective manner possible. The <br />UAWG should also support State efforts to develop the THIRA and SPR, particularly as <br />it relates to UASI activities. <br />For designated Urban Areas, the SAA POCs are responsible for identifying and <br />coordinating with the POC for the UAWG, who should be a member of the SAC. The <br />POC's contact information must be provided to FEMA with the grant application. SAAB <br />must work with existing Urban Areas to ensure that information for current POCs is on <br />file with FEMA. <br />Finally, FEMA recormnends that organizations advocating on behalf of vulnerable <br />populations including youth, the elderly and individuals with functional needs, socio- <br />economic factors and cultural diversity, be invited to participate in the SAC. <br />Collaboration with State agencies and other stakeholder organizations <br />Program representatives from the following entities must be members of the SAC (as <br />applicable): State Homeland Security Advisor (HSA) (if this role is not also the SAA), <br />State Emergency Management Agency (FMA) Director, State Public Health Officer, <br />State Public Safety Officer (and SAA for Justice Assistance Grants, if different), State <br />Court Official, State Emergency Medical Services (EMS) Director, State Trauma System <br />Manager, Statewide Interoperability Coordinator, State Citizen Corps Council, the State <br />Emergency Medical Services for Children (EMSC) Coordinator, State Education <br />Department, State Human Services Department, State Child Welfare Services, State <br />Juvenile Justice Services, Urban Area POC, Senior Members of AMSCs, Senior <br />Members of the RTSWG, Senior Security Officials from Major Transportation Systems, <br />and the Adjutant General, <br />3. Whole Community Engagement <br />SHSP and UASI grantees must engage with the whole community to advance community <br />and individual preparedness and to work as a nation to build and sustain resilience (see <br />htto: / /wrovw fen vovhvhole- conarnt ni v). Grantees must also integrate the needs of <br />children and individuals with disabilities or access and functional needs into activities <br />implemented with SHSP and UASI fiends. <br />4. Collaboration with Nonprofit Organizations <br />SHSP and UASI grantees must also work with the nonprofit community, including <br />through the dedication of LETPA funds and resources, to address terrorism prevention <br />concerns, seek input on the needs of the nonprofit sector, and support the goals of their <br />investments. <br />40 <br />Appendix BFY2014 HSGP Priorities <br />
