5. Collaboration with Tribes <br />FEMA strongly encourages States, Urban Areas, and regions to work with Tribal nations <br />in overall initiatives such as whole community preparedness and emergency management <br />planning. <br />G. Coordination with other Federal agencies and programs <br />States and Urban Areas must coordinate among the entire scope of Federal partners, <br />national initiatives and grant programs to identify opportunities to leverage resources <br />when implementing their preparedness programs. This may include but is not limited to: <br />Medical Reserve Corps, CDC, and ASPR. Emergency Medical Services for Children <br />(EMSC) grants, ASPR Hospital Preparedness Program (HPP), CDC Public Health <br />Emergency Preparedness (PREP), CDC Cities Readiness Initiative (CRI), Strategic <br />National Stockpile Programs, and EMS. However, coordination is not limited to grant <br />funding, It also includes leveraging assessments such as TSA's Baseline Assessment and <br />Security Enhancement (BASE); reporting from the Intelligence Community, risk <br />information such as U.S. Coast Guard's Maritime Security Risk Analysis Model <br />(MSRAM), and CBP Sector Analysis. <br />Senior Advisory Committee Charter <br />The governance of the SHSP and UASI programs through the SAC must be directed by a <br />charter. All members of the SAC should sign and date the charter showing their agreement with <br />its content and their representation on the Committee. Revisions to the governing charter must be <br />sent to the grantee's assigned FEMA Program Analyst. The SAC charter must at a minimum <br />address the following: <br />• A detailed description of the SAC's composition and an explanation of key governance <br />processes, including how SAC is informed by the State's THIRA and SPR data reflecting <br />capability gaps and the approach to address gaps in core capabilities; <br />• A description of the frequency at which the SAC will meet; <br />• How existing governance bodies will be leveraged by the Committee; <br />• A detailed description of how decisions on programmatic priorities funded by SHSP and <br />UASI are made and how those decisions will be documented and shared with its <br />members and other stakeholders, as appropriate; and <br />• A description of defined roles and responsibilities for financial decision making and <br />meeting administrative requirements. <br />To ensure ongoing coordination efforts, SAAB are encouraged to share community preparedness <br />information submitted in the State's BSIR with members of the SAC. The charter should be <br />made available upon request to promote transparency in decision - malting related to HSGP <br />activities. <br />To manage this effort and to further reinforce collaboration and coordination across the <br />stakeholder community, a portion of the 20 percent (20 %) holdback of a State or territory award <br />may be utilized by the SAA for the purpose of supporting the SAC and to ensure representation <br />and active participation of SAC members.
