Activate Reserve State, local, Tribal, and territorial law enforcementpersonnel. <br />Supporting a request to the Governor to activate, deploy, or redeploy specialized National <br />Guard Units /Package and /or elements of State law enforcement to increase or augment <br />specialized /technical law enforcement elements operational activities. <br />Backfill. Costs associated with backfill for personnel supporting operational activities. <br />Law Enforcement Readiness. Use of OPSG funds may be used to increase operational, <br />material, and technological readiness of State, local, Tribal, and territorial law <br />enforcement agencies. <br />Unallowable Costs (OPSG) <br />OPSG unallowable costs include costs associated with staffing and general IT computing <br />equipment and hardware, such as personal computers, faxes, copy machines, modems, etc. <br />OPSG is not intended as a hiring program, Therefore, applying funds toward luring Rill -time or <br />Permanent sworn public safety officers is unallowable. OPSG funding shall not be used to <br />supplant inherent routine patrols and law enforcement operations or activities not directly related <br />to providing enhanced coordination between local and Federal law enforcement agencies, <br />Finally, construction and /or renovation costs are prohibited under OPSG. Applicants should refer <br />to IB 358 or contact their FEMA Headquarters Program Analyst at (800) 368 -6498 for guidance <br />and clarification. <br />Unallowable Costs (SHSP and UASI) <br />Per FEMA policy, the purchase of weapons and weapons accessories is not allowed with HSGP <br />funds. <br />Per the Anti- Deficiency Act, federal government personnel, or representatives thereof, are <br />prohibited from participation in projects awarded to sub grantees. This includes the solicitation, <br />selection and monitoring of sub grantees. <br />Examples of Allowable Aetivities for SHSP and UASI <br />Planning Activities <br />Examples of planning activities include: <br />Developing hazard /threat- specific annexes that incorporate the range of prevention, <br />protection, mitigation, response, and recovery activities as identified in the national <br />planning frameworks <br />Developing and implementing homeland security support programs and adopting DHS <br />national initiatives including but not limited to the following: <br />- Conducting a THIRA process <br />- Implementing the Goal, National Preparedness System, and the Whole <br />Community Approach to Security and Emergency Management including efforts <br />to support strengthening of capacity among whole community partners <br />- Pre -event recovery planning <br />- Implementing the 2014 National Infrastructure Protection Plan (NIPP) and <br />associated Sector Specific Plans <br />57 <br />Appendix C-- FY2014 HSGP Funding Guidelines <br />
